Exclusion from the technical table for the definition of the social and social and health zone plans: this is the complaint that comes from the forum of the third sector of the province of Vibo Valentia, by the voice of his spokesman Giuseppe Conocchiella, which expresses “amazement, regret and lively regret” for not having been invited, together with other stakeholders, to the institutional meeting held in the past few days.
The forum openly disputes the failure to call the co-programming table promoted by the ASP of Vibo Valentia and the conference of the mayors, underlining how this exclusion represents a violation of the national and regional regulations that regulate participation in the territorial planning of welfare.
“Once again, institutional tables take place in the absence of the main and most representative actors in the area,” reads the note signed by Conocchiella. “Law 328/2000 and regional law 23/2003 clearly indicate the involvement of the third sector in the process of processing, implementation and evaluation of the zone plan.”
The spokesman also recalls that in the past the consultation of the mayors had started a constructive dialogue with the world of volunteering and social cooperation, hoping for a return to that spirit of collaboration in compliance with roles and responsibilities.
The regulatory recall is clear: in addition to the LR 23/2003, the third sector code is also mentioned (Legislative Decree 117/2017), which obliges public administrations to guarantee forms of co-programming and co-planning with third sector entities in the planning processes of general interest services.
“The strengthening of community welfare – reads the note again – has placed the third sector as a central actor in the service network since 2016. Why ignore this reality, especially in a fragile territory like ours? “
The Forum of the Third Sector of Vibo Valentia and the Service Center for Volunteering Calabria Centro, which for years have been operating in support of local realities often in substitute for institutional deficiencies, are said to be ready to offer clarifications and collaboration, however, asking that the right to participation sanctioned by law is finally recognized.
