“An institutional forcing that confirms the intention of Occhiuto and the center -right to bend the democratic rules to one’s electoral convenience”. Thus the group leaders of opposition in the regional council, Mimmo Bevacqua (Pd), Davide Tavernise (M5S) and Antonio Lo Schiavo (mixed), comment on the official communication provided by the President of the Regional Council Filippo Mancuso during the group of group leaders, with which the date of the regional elections for the next 12 and 13 October was announced. “A decision taken with surprising speed, without any interlocution with the oppositions – explain – which confirms the will of the majority to anticipate the electoral consultation to the maximum, in fact compressing minimal times and conditions for full democratic participation, especially by the forces that do not have parliamentary representation. The risk is that the vote is celebrated in a context of evident institutional and political imbalance ».
Just to report this scenario and recall compliance with the constitutional rules, the three group leaders sent a formal letter to the State Attorney, to the Ministry of the Interior, to the Prefect of Catanzaro and the Court of Appeal, raising doubts about the legitimacy of the permanence in office of the resigning president. “In the letter – they explain – we reiterate that, in the light of authoritative jurisprudential pronouncements and consolidated practice, the president’s resignation involve the immediate termination of the mandate and the passage of the functions to the vice president. In no case can a resigning president continue to exercise the prerogatives of his assignment, nor to conduct the election campaign from an administrative control position, such as that also deriving from the role of Commissioner to Health. We are facing – conclude Bevacqua, Tavernise and the slave – to a distorted use of the institutions, which risks compromising the regularity of the pre -election phase. For this reason we appeal to the competent authorities so that they intervene promptly, to protect the legality and democratic balance in our region “.
