The City Council, on the proposal of the deputy mayor and councilor for Public Works Sandro Cretella, approved the proposal for the new Regulation for the breaking up of public land and the concession of the use of public subsoil and municipal infrastructures.
The provision introduces an organic regulation of interventions that affect the municipal soil and subsoil, with the aim of guaranteeing a more rational management of technological network services and, at the same time, protecting public heritage, safety and the regular usability of vehicular and pedestrian traffic.
In particular, the regulation defines criteria and methods for the use of soil and subsoil in relation to the construction of underground structures and the installation of systems and underground services.
The provisions are aimed at rationalizing the interventions, coordinating, where possible, the new connections and new installations with the renovation, redevelopment, strengthening or maintenance of existing infrastructures.
Particular attention is also paid to road repairs following interventions. The new regulation in fact defines “restoration” as the set of processes necessary to guarantee safety, functionality, regularity of the surface and durability of the public good affected by the tampering over time.
The discipline will be completed by a specific “Technical regulation for road restoration”, which will establish in detail the methods of execution of the excavations and restorations, the materials to be used, the tolerances, the tests and the times foreseen for the temporary and definitive restorations, in addition to the specific technical standards for the execution of the works.
The regulatory system also provides standardized forms for the management of procedures, including requests and documents relating to the concession of use of municipal infrastructures and the occupation of public subsoil.
The qualifying elements of the proposal also include the provision of a multidisciplinary Technical Group, whose composition and methods of operation will be defined with a specific act, with the task of promoting a coordinated evaluation of interventions affecting the subsoil and municipal infrastructures.
The rules of the regulation will also be applicable to telecommunications companies, in compliance with specific national sector legislation.
The proposed regulation will be sent to the competent permanent council commissions, for the purposes of the preliminary investigation for subsequent approval by the City Council.
With this new regulation the aim is to bring order to the management of interventions on public soil and subsoil, introducing clearer rules and precise technical standards. One of the most important aspects concerns restoration: those who intervene on the municipal road heritage must guarantee not only the closure of the excavation, but an adequate, safe, functional and long-lasting restoration. At the same time, it is intended to encourage greater coordination between the various network service managers, avoiding, when possible, repeated interventions on the same road surface.
