The “treasure” available for new spending foreseen in the budget change maneuver for 2026 is equal to approximately 640 million euros. Resources that the Schifani government has included in the bill being examined by the Ars parliamentary commissions. The data emerges from the study of the Ars Budget service which analyzed the 25 articles of the basic text transmitted by Palazzo d’Orleans. Overall, for this year, the government has foreseen 342.20 million more in the budget chapters arranged “to satisfy institutional and operational needs” and 297.36 million more in the special fund for possible legislative interventions. Furthermore, the government has crystallized another 294.52 million in the maneuver as an adjustment of direct and indirect taxes to be returned to the State, including VAT. Considering the impact of the items also on the years 2027 and 2028, the overall change is equal to 1 billion and 380.09 million euros. As regards the special fund, “since it is a pre-arranged provision for the financial coverage of subsequent amending measures during the parliamentary process or future legislative measures, it follows that the actual dispositive content of a prevalent share of the maneuver is not yet defined in the initial text of the bill”, underline the offices of the Regional Assembly. The maneuver is covered for as much as 555.79 million by the increased revenue ascribed to the 2026 financial year alone: this component, the ARS offices write, «is articulated in the regulation of financial relations with the State through the Irpef adjustment relating to the 2024 tax year (515.79 million euros) and in the estimate of the greater revenue deriving from the facilitated definition of the car tax and the regional own revenues (40 million euros)». The other element of the ‘treasury concerns the spending reductions’ attributable almost exclusively to the definancing of the annual quotas of the plan to reduce the administrative deficit amounting to 264.34 million euros this year and the same for 2027-2028.
