The Regional Council, in the last meeting, on the proposal of the vice-president and councilor for Public Works and Soil Protection, Filippo Mancuso, approved the “Guidelines for the assessment of the existence of the scarcity of the beach resource and of the certain cross-border interest”, intended for coastal municipalities for the implementation of regional law 15/2026 regarding state maritime concessions for tourist-recreational purposes.
The approval of the provision constitutes the outcome of the process of in-depth analysis and institutional comparison developed within the Regional Committee on maritime state property, which shared the need to make uniform, transparent and legally founded criteria available to local authorities for the exercise of the functions attributed to them by the sector legislation.
“With the adoption of the Guidelines – explains Mancuso – the Calabria Region takes a significant step forward in the process of defining a homogeneous and coherent administrative framework, offering the Municipalities operational tools based on objective, verifiable parameters that comply with the principles of European and national law”.
“The document – he adds – represents one of the first attempts at methodological systematisation, at a national and, for some profiles, even supranational level, of the procedures aimed at evaluating the scarcity of the beach resource and the existence of certain cross-border interest in the sector of maritime state concessions. This is a work susceptible to further refinements and application evolutions, but which already today provides a technical and administrative basis of reference to accompany local authorities in the implementation of the current regulations”.
“The objective pursued by the Region is not to define an immutable model, but to make available a structured analysis methodology, based on uniform and verifiable criteria. In this perspective, the Guidelines constitute a first experience of evaluating the existence of the scarcity of the beach resource and of the certain cross-border interest which will be able to offer useful elements of reflection and reference for the development of disciplines and tools more in line with the peculiarities of the different coastal, national and transnational realities. The initiative – finally highlights Vice President Mancuso – is part of the broader process of defining a clear, coordinated and coherent regulatory framework between the different institutional levels”.
