The halt to the revaluation of pensions. The fund of 850 million euros to be reserved, according to the League, for early exit. School cuts. The amount of funds allocated to healthcare spending. There are quite a few fronts that have opened up in the majority on the budget law. Meanwhile, FdI is preparing a possible amendment to the budget law for the reopening of the terms of the 2003 building amnesty, especially for Campania, a hypothesis which was already discussed last year.
Salvini and school cuts
«On overcoming the Fornero law, the allies must respect the priorities of the League», the message delivered by the leader of the party in Via Bellerio Matteo Salvini to the other coalition forces. Of the cuts to schools foreseen in the text of the maneuver passed by the CDM “I knew nothing about it and I am secretary of the party” expressed by the Minister of Economy, another complaint from the deputy prime minister who on this point announced this morning that there will be proposals from the party and that perhaps other contributions from the banks can be requested in addition to the 5.8 billion foreseen for the financial sector. «League technicians and parliamentarians are working to identify the resources necessary to avoid the hypothesized cuts to school staff», League sources said in the afternoon.
Even in FdI there are those who say that there may be adjustments to the school system, while leaving the structure of the budget law unchanged. And there is optimism in the government about the possibility that Europe will grant greater flexibility. The next Ecofin is scheduled for 9 and 10 November.
Pensions, the FdI-FI axis on revaluations
But where FI and FdI agree is first and foremost on the dossier of pension revaluations. “We will find resources to avoid too high a gap in revaluations, between those revalued in full and the others”, says for example Marco Osnato, economic manager of the via della Scrofa party. On the same wavelength as FI that met the CISL yesterday and that tomorrow morning will see the self-employed workers’ union, Confsal. While from the League, Undersecretary of Labor Claudio Durigon says: «We will fight to ensure that our proposal on leaving at 64 is accepted. The game is open: 850 million is not enough.”
The requests of Forza Italia and the Mef node
Meanwhile, tomorrow afternoon the FdI general staff will meet the CISL secretary Daniela Fumarola at the party headquarters in via della Scrofa, the focus remains on pensions, schools and healthcare. Forza Italia also asks for certain funds for dedicated social security for the police and the armed forces. And he is preparing other amendments, including one on the tax on financial capital gains for the super rich who leave the country, the so-called “exit tax”, which will ask for startups to be left out.
But the complaints about the maneuver are increasing day by day. And the recipient of the complaints is the Mef. «Except that – ventures a ‘big’ member of the majority – Minister Giorgetti would have let it be known that this week there is no…». The approach given by the government would however be clear: the space for changes to the text would be limited, given the financial balances, and any possible corrective proposal would have to be presented accompanied by the relevant economic coverage.
Banks, Messina’s collapse
«We must avoid the populist approach according to which taking measures against the banks can give electoral consensus, because in reality we must think about what the real contribution is to the country’s fundamentals and what is already paid in terms of taxes», explains the CEO of Intesa Sanpaolo, Carlo Messina, during the conference call on the results of the first nine months, «I have already stated clearly – he points out – that last year we had made an agreement for a three-year contribution from the banking sector and the Government did not respect this agreement».
Beyond the underlying discontent and the claims (“We are happy that Intesa Sanpaolo continues to make record profits. Evidently the banking sector is in excellent health. Positive news, of course, but which makes it even more evident that there is room to do something more also in favor of families and businesses”, the relaunch of Alberto Gusmaroli, Head of Economy of the League who could be one of the rapporteurs of the budget law), the fibrillations in the center-right are therefore growing. They also concern in perspective the need to find an agreement on the candidates for the next administrative elections. And to the need already felt within the centre-right to update on the program to be presented at the next political elections, especially if the elections were to be brought forward to May.
The attack of the M5s
From the opposition the M5s urges: «rags are flying to the government over the promise, now pulverized, to overcome the Fornero. In the intentions of the Northern League minister Giorgetti, the 850 million fund is of no use whatsoever to recover a sort of Quota 100 to encourage retirement at 64, which in any case would not at all mean the overcoming of the Fornero”.
The building amnesty, FdI’s move
Fratelli d’Italia is working to present amendments in the Budget Law on the reopening of the building amnesty along the lines of those presented, and then withdrawn, last year and which concerned the Campania Region. The belief, explains a big name from via della Scrofa, is that this time they can pass. «Also because they also serve to raise cash», explains the same source. The law aims to reopen the terms of participation in the amnesty for those who met the requirements in 2003.
Bonelli: «A slap in the face to honest Italians»
«Giorgia Meloni is afraid of losing the elections and for this reason she winks at illegality. Indeed, he wants to institutionalize it. Brothers of Italy wants to reopen the Berlusconi amnesty of 2003. It is a slap in the face to honest Italians, to those who respected the laws and paid for technicians, charges and permits. And it is honest Italians who pay the bill. With their taxes they will have to pay for roads, sewers, lighting and services, i.e. urbanization works, for those who have built illegally, even in restricted areas. Whoever violated the law gets amnesty, and whoever respected it pays the costs.” Thus in a note Angelo Bonelli, deputy of the Green and Left Alliance and co-spokesperson for Green Europe.
«Proposing a new amnesty means encouraging new illegal construction. The message is very clear: build outside the rules, sooner or later the State will forgive you. And it arrives in a country already devastated by illegal cement, which has scarred coasts, hills and suburbs and made the territory more fragile in the face of landslides and floods. This is not an isolated case. With its latest measures this government has introduced the authorization to build even in areas subject to hydrogeological restrictions. It’s a real shame: we allow ourselves to build right where nature tells us not to, putting people’s lives at risk. The signal is clear: the Meloni government is on the side of illegality. Nothing but security and order”, he concludes.
The Democratic Party: «The right is trying again»
«The right is trying again», says Marco Sarracino, head of Southern Territorial Cohesion and internal areas of the PD Secretariat, regarding the press rumors according to which «Fratelli d’Italia would be ready to present an amendment to the Budget law to open the terms of the building amnesty in Campania. A proposal already announced by candidate Cirielli in the last electoral campaign – he recalls – and resoundingly rejected by the citizens of Campania”. «The government must not try to push back through the window what democracy let out through the door. Instead, deal with the real problems of the Campania region, starting from the serious emergency of the Flegrei camps”, concludes the Dem representative.
The League and the crux of the killings
«There are also amendments signed by me to various provisions during this legislature to overcome the housing emergency in Campania by overcoming the serious problem of demolitions, a complex issue that also exists due to the failure of the Campania Region to adhere to the 2001-2003 amnesty». This was underlined by Giampiero Zinzi, Campania member of the League when asked about the possibility of reopening the building amnesty. «The position of the centre-right, the League and the other parties in Campania – he adds – goes in this direction. We held a table of center-right coordinators in Campania today in which we also discussed the initiatives to be implemented on this. We will decide which legislative initiative we will adopt in the next few hours.”
