Quickly move from words to deeds. This is what they are asking of the CGIL Calabria and Nidil CGIL Calabria Regions, while recognizing their availability, regarding the issue of the Social Inclusion Trainees (Tis).
“A concrete commitment is necessary to ensure economic and working continuity for all trainees, inclusion of workers in training and uniform respect for the rules in each territory. Only through certain answers, clear administrative acts and transparent management will it be possible to complete the stabilization process of Calabrian trainees in a fair and dignified way, restoring dignity and certainty to thousands of people who have been providing fundamental services for years in the Municipalities and public bodies of Calabria” state the Secretary of CGIL Calabria Luigi Veraldi and the Coordinator Nidil Cgil Calabria Ivan Ferraro.
Yesterday the Region meeting with Cisl and Uil regarding the mini extension of social inclusion internships (Tis) and the start of the stabilization procedures provided for by article 16 of law 56/198. The trade union organizations reiterated the need to guarantee continuity of employment and income for all trainees, asking not to leave anyone behind and to avoid any disparity between workers.
From the responses obtained, it emerged that the two-month extension, valid for November and December, concerns exclusively those entities that have started or will start the hiring procedure by 31 October or that are awaiting the Cosfel opinion.
Trainees who are in the training phase are excluded. The unions then strongly requested that a solution be found to guarantee them also economic coverage, at least temporarily, until the stabilization process is concluded.
During the meeting, the representatives of the Region, including the councilor delegate for Labor Giovanni Calabrese and the general director of the department Fortunato Varone, explained that the technical difficulties were due to the absence of the regional council, which at the moment does not allow the adoption of political acts.
For their part, the unions reiterated the need for urgent responses and administrative tools capable of ensuring the continuity of income for those who today remain unemployed.
On the payment front, the commitment was communicated to constantly monitor the entities that present critical issues, so as to quickly unblock the situations that have remained stagnant and make the flow of allowances more regular. The trade unions have asked for monitoring to be stable and transparent.
As regards extensions, it has been confirmed that workers employed in entities that do not start the procedure by 31 October or do not request the Cosfel opinion will not be able to benefit from the extension. In this regard, Cgil, Cisl and Uil have asked that the positions of interns who have continued to serve be individually evaluated, so that they receive payment of the November and December monthly salaries, avoiding penalties due to delays or denials beyond their control.
Regarding the Cosfel opinions, however, it was specified that entities with negative results will not be able to proceed with hiring but, following requests from the unions, it was confirmed that work will be done to identify solutions for the relocation of the interns involved, with the aim of not wasting any positions and guaranteeing the continuation of relationships.
As regards training, a new phase is being defined which provides alternative stabilization paths, aimed at enhancing the skills already acquired and offering real opportunities for job placement. Paths for which the organizations have requested uniform organisation, with defined timescales and concrete guarantees of employment continuity for all trainees currently in training.
Furthermore, the extension of the economic measure of 631 euros per month for 2026 was also confirmed, with adjustment to the amount of the minimum pension and automatic update based on indexation. An important result, which responds to the requests for continuity and protection for workers over 60. The selection criteria remain the responsibility of the Employment Centres, according to uniform procedures throughout the territory.
In this regard, the unions have asked that a reminder circular be issued to all bodies, to avoid autonomous initiatives by individual municipalities and guarantee fairness and transparency in all selections.
On a financial level, the Region clarified, from the resources already available, equal to 5 million euros, we are working with the Government to obtain further funds through discussions with the Ministry of Labour.
