It was certainly one of the symbolic reforms of the regional council truncated in advance. But it remains a reform in half. In the intentions it was to be an example of reorganization of two key public services – water and waste – governed for decades only by chaos, in fact it has been translated into a centralization of power that is still far from producing on the territories the effects hoped for efficiency and effectiveness. It was certainly not an easy goal to be concretized in less than a prestige, especially after the delays accumulated with respect to regulatory dictates dating back to the 90s.
But the fact is that with the sudden return to the polls for the renewal of the top of the region, the waste authority and water resources of Calabria (curl), or the governance body established to concretize the turning point in the two sectors, finds itself again in a limbo that adds further delays to those already found along the difficult path of these years.
