The combined regulations of articles 2,3.5 and 117 of the Constitution has made it possible to frame, in the name of a unitary citizenship, the reference to a state that the constituents wanted regional and social. The possible regressive impact was compared with the reform of Title V and, from here, the consideration of the universality and effectiveness of fundamental rights, I travele this which in full marries a discipline appointed, at the forefront, to educate to values ​​with values, such as civic education. The awareness and sense of participation were then well highlighted as a current moment, as expressed by the many questions asked by students and students, protagonists of the day. A day that saw the students approach the institutional world and confront each other on important issues that promote participation in civic and social life.
