Electric cars, 2025 incentives starting from September: up to 11,000 euros for those who have the right.

Achieve the purchase of at least 39 thousand zero -emission vehicles by 30 June 2026 thanks to incentives for about 600 million euros. These are the measures announced to encourage the spread of electric mobility, illustrated by the Minister of the Environment and Energy Safety Gilberto Pichetto Fratin during the question time in the Chamber.

Decree and operational IT platform from September

“In order to allow the target achievement within the terms indicated – said the minister – we are finalizing the ministerial decree that will define criteria and methods of granting the incentives, making it possible to start the measure already from next September.

To facilitate access, an IT platform will also be set up, with which on the one hand the beneficiaries will be able to access incentives, and on the other, economic operators will be able to offer new electric vehicles, falling within the facilitated categories “.

Requirements: scrapping and functional urban areas

According to Pichetto, “as a result of the fifth technical revision of the PNRR and on the basis of the indications present in the execution of the Ecofin Council of 20 June 2025, the measure provides for the granting of incentives for the purchase of a new electric vehicle, after scrapping a thermal vehicle”.

The beneficiaries include:

  • Natural persons residing in functional urban areas (city and pendullarism areas) for the purchase of electric vehicles category M1 for private use;
  • Micro -enterprise for the purchase of electrical commercial vehicles of categories N1 and N2.

Amounts and limits of expected incentives

The extent of the economic incentives varies according to the profile of the beneficiary:

  • Up to 11,000 euros for private individuals with ISEE ≤ 30,000 euros;
  • Up to 9,000 euros for ISEE between 30,000 and 40,000 euros;
  • For micro -enterprises, cover up to 30% of the purchase price, with a ceiling of 20,000 euros for each new vehicle.
