From 2027 it will take one more month to retire while from 2028 there will be three months more than the current ones but some categories will be excluded from the increase in requirements, starting with those who do strenuous and heavy activities.

With a circular, the INPS clarified the innovations introduced by the Budget law which provides that the automatic step linked to the increase in life expectancy in 2027 is reduced to just one month and that the entire additional quarter starts only in 2028. In practice, to retire in 2027 it will be necessary to have reached 67 years and one month of age while to retire early it will take 42 years and 11 months of contributions if a man is 41 years old and 11 months if female.

Early pension treatment begins three months after the date on which these requirements are met. Anyone who is entirely in the contributory system and has not reached at least 20 years of contributions (but has at least 5) will retire at 71 years and one month of age.

It will be possible for those who are fully contributory to retire early, in exchange for an accrued pension equal to at least three times the social allowance, at 64 years and one month in 2027 and at 64 years and three months in 2028. However, the requirements could change again in 2029 based on the change in life expectancy.

Heavy work and categories excluded

Those who are engaged in particularly tiring and heavy activities (night workers, shift workers, etc.) and have at least 30 years of contributions are excluded from the increase in requirements foreseen for 20227/28 if they have carried out these activities in at least six of the last seven years or in at least half of their working life. They will still be able to retire at 66 years and seven months of age.

For construction workers, drivers of heavy vehicles, ecological operators, nursery and nursery school teachers and other demanding jobs provided for by law 205/2017, it is necessary to have at least six years in the last seven or seven in the last 10 in these activities. They will still be able to retire in 2027/28 at 67.

Early workers and social APE

The increase in pension requirements does not apply to early workers, i.e. those who have at least one year of contributions paid before the age of 19 if employed in a demanding or particularly tiring and heavy job. If they are not employed in a burdensome or heavy activity but are in a difficult situation (care giver, unemployment, etc.) they will be able to leave with 41 years and one month in 2027 and with 41 years and three months in 2028.

The increase in requirements does not also apply to individuals who, at the time of retirement, benefit from the social APE. There are lower increases than those in force in the compulsory general insurance. for the military personnel of the Armed Forces, including the Carabinieri, of the Financial Police, as well as for the personnel of the civil Police Forces and the National Fire Brigade with one month for 2028, a further month for the year 2029 and a further month starting from 2030.

The political reactions

The Democratic Party is commenting with concern on the increase of an extra month for access to the pension from next year. “They promised to abolish Fornero – says Marco Sarracino – but instead the conditions are worsening for the workers”.
