New hopes for those eligible in the competitions organized by the Region. At Palazzo Campanella, on the initiative of councilors Pierluigi Caputo (FI) and Luciana De Francesco (FdI), a bill has been filed which aims to extend by 24 months the effectiveness of the rankings compiled after the public selections announced by the Citadel. The provision concerns the permanent hiring of staff in the non-managerial sector and follows, in a perfectly overlapping manner, another ad hoc rule recently approved for healthcare.
The initiative promoted by the two exponents of the centre-right majority, moreover, also responds to the appeal launched in recent weeks by the Committee of those suitable for the maxi-competition of the Employment Centers aimed at obtaining an extension of the validity of their rankings – specifically is expiring in April 2025 – and a scroll of the latter.

In the opinion of the proponents, «provision of a postponement of the expiry date of the current rankings, in fact, would avoid the experiment of further and burdensome selective procedures, with a consequent saving in economic terms and, therefore, a containment of regional public spending. In addition to this prerogative, the preference for the use of the already existing lists of suitable candidates would make it possible to cancel the organizational efforts and procedural delays deriving from the announcement of a new and further public selection aimed at filling gaps in the staffing of the Entity”.

There would also be some recent rulings from the Constitutional Court in support of such a decision. The jurisprudence, in fact, «is firm and constant in holding that the regional provisions governing the terms of usability of the competition rankings, intervening in the matter of access to regional public employment, are attributable to the sphere of residual regional legislative competence relating to the administrative organization of the personal”. In the explanatory report that accompanies the provision, it is also highlighted that this proposed law follows similar regulatory interventions launched by other Italian regions.
