An international peace plan to put an end to the war in Gaza and “start a path for the self -determination of the Palestinian people”, because “Israel will not annex Gaza”. These are the key passages contained in the plan with twenty points presented by the President of the United States Donald Trump on the day of bilateral to the White House with the Israeli Premier Benjamin Netanyahu. Trump has spoken of a plan that will start from the moment he will be accepted by Israel and Hamas. Gaza is imagined as a “deradicated area and without terrorist threats”, promoting security for Israel and neighboring countries.

The American proposal provides for a ceased the immediate fire, with the withdrawal of the Israeli forces with agreed lines and the suspension of all military operations, up to the release of prisoners and hostages: “Within 72 hours of public acceptance of the agreement, all hostages, alive or deceased, will be returned”, and Israel will free 250 Palestinian prisoners sentenced to Ergastolo and other 1700 inhabitants of Gaza. Arrested after the Israelian massacre of 7 October 2023.

“The representatives of Hamas who will accept peaceful coexistence and demilitarization will receive the amnesty”, while those who want to leave Gaza will have a safe passage. “No Palestinian – reads the document – will be forced to leave”.

The plan provides for the immediate start of a humanitarian aid program, including the restoration of essential infrastructures, hospitals, roads and public services, managed by independent international organizations such as UN and Red Cross. There is also a passage that concerns the future government of Gaza.

The plan provides for the establishment of a “Palestinian Apolitic Technical Committee”, supervised by a new international organ, the “Board of Peace”, chaired by Trump himself and with leading members, including the former British premier Tony Blair.

This body “will guide reconstruction, will attract investments and will implement a special economic plan, with preferential regime areas to stimulate employment and development”. All armed groups will be excluded from political management and the territory will be demilitarized under international monitoring, with programs for conversion and delivery of weapons. An international stabilization force, in collaboration with trained Palestinian forces and regional partners, will guarantee internal safety and border control, while Israeli troops will gradually retire. “Israel will not occupy nor will annex Gaza.”

“With the establishment of the control and stability by ISF, international stabilization forces – establishes the plan – the IDFs, Israeli defense forces, will retire according to standards, goals and timing related to demilitarization, agreed between IDF, ISF, the guarantees and the United States, with the aim of a safe Gaza that no longer represents a threat to Israel, the citizens.”

“Practically – continues the document – the Israeli forces will gradually yield the territory of Gaza employed to international forces, according to an agreement with the transitory authority until the complete withdrawal, except for a perimeter security presence that will remain until Gaza will be adequately safe from any terrorist threat”.

With the progress of the redevelopment of Gaza and the “faithful performance of the Palestinian authority reform program, the conditions for a credible path towards self -determination and the Palestinian state, recognized as the aspiration of the Palestinian people” can finally be created.
“The United States – reads again – will establish a dialogue between Israel and Palestinians to agree on a political horizon of peaceful and prosperous coexistence”. The project includes interreligious dialogues to promote tolerance, laying the foundations for peaceful coexistence between Israel and Gaza “.
