“Regarding the press news regarding the adoption of the school uniforms- reads a press release from the Council of the Institute of the Comprehensive Institute Mazzini-Gallo di Messina- starting from this year, in the IC” Mazzini-Gallo “and circulated comments on the subject, the institution’s Council, despite having already expressed, publicly and unit, the reasons for its choices through official acts, believes to be further explicit. one’s position.
The Institute Council is made up of teachers and parents (in our school there is no ATA component as it has not presented a list) democratically elected each by its belonging member, in addition to the school manager who is part of it.
It is one of the collegial bodies that has the task of providing the political and organizational address of the school, by virtue of the didactic, economic and organizational autonomy recognized to all Italian schools starting from the distant DPR 275 of 1999. The Council of Institute deliberates a regulation that has the function of providing the rules of school life. Precisely by virtue of its prerogatives, the Institute Council, on 16 December 2024 with resolution no. 30 has unanimously deliberated in the field of adoption of the school uniform for pupils attending the Institute. The social, economic, pedagogical motivations that have determined this choice have been made known in these nine months through numerous channels and therefore it is not necessary to reiterate them. Certainly all the councilors evaluated the positive aspects of this initiative, certainly not in general revolutionary considered that in Messina and in the province many other institutes have been adopting the school uniform for years.
In these days, numerous news has been circulating not to be true, probably due to misunderstandings or incorrect interpretations. But certainly here it should be clarified that the information that pupils who do not wear the uniform would not be admitted in class is false. The Institute Regulations, published for eight months on the school website, in fact provides that: “In the event that the students present themselves at school without the aforementioned clothing, it is the duty of the teacher to remember the compliance and respect of the rules of the Institute on the subject. In the case of the student does not comply with the rule for 5 consecutive and repeated days, the teacher will inform the management that will contact the parents to clarify the reasons for this behavior.”
The Institute Council has never underestimated any economic difficulties of some families, obviously acclaimed with documentation, and if these should also emerge on this occasion (as in many others), it is obvious that it will work together to find the most suitable solution so that pupils are not penalized. In fact, this is above all the spirit of the regulatory rule that provides for the meeting of the manager with the parents concerned.
It also appears appropriate to retrace some temporal step of the administrative process, also because it certainly cannot pass the message that is conveyed that the Council of the Institute, whose presidency the law assigns to a parent, has not made according to the dictates of the legislation in force on its functions and on the transparency of its documents, starting from the authorization to the manager, Prof. Enrica Marano, (16/12/2024) to carry out appropriate market investigations until Race, passing through the approval of the Institute Regulations (13/02/2025) in which it is foreseen: “In order to guarantee the immediate recognition of the students of this institute, all the students of the school will have to wear the clothing deliberated by the Institute Council”, with the subsequent description of the same reported in the board resolution of 31/03/2025 together with the costs of the kit differentiated by school order as well as applying.
In the period of time (December 2024/March 2025), necessary for the completion of the administrative process, the institution council has not received any grievance or other notes that highlighted “bad moods” on the matter, except for a “warning” of the month of May signed by a parent, presented after the publication of the provision of approval of the costs of the kit, on which the Council expressed itself with its own deliberative act.
The whole activity of the Council, whose sessions are public for the parents of the pupils, starting with the individual calls including dates and topics questioned and up to the minutes, is published in the online register (for the duration of 15 consecutive days) and in transparent administration, on the institute’s website and can be viewed by anyone.
The initiative carried out by the Institute has the sole purpose, despite the diversity of opinions, to facilitate and increase the quality of the school and social life of our children, strengthening in them the sense of belonging to a reality and a city.
All in compliance with the rules of community life which, although not shared somewhere, will certainly have a meaning in the formation of each pupil who attends the “Mazzini-Gallo”.
