“The Administration must explain to citizens how things really are. It is no longer time for generic answers or postponements: we need data, responsibility and above all a clear picture of the financial situation of the Municipality, the conditions of the offices and the ability of the Authority to guarantee adequate services”. Thus begins the note from the opposition groups who have asked for the extraordinary convocation of the Second Budget Commission, in the presence of all municipal managers, to concretely address the critical issues of the administrative machinery and verify what responses the Administration intends to put in place.
At the center of the request is first and foremost the staff. The opposition wants to know, sector by sector, what the staff shortages are, which offices are most in difficulty and which services are suffering from the lack of human resources. “We cannot continue to talk about administrative efficiency without addressing the staffing problem – underline the opposition groups –. When there is a lack of people, it is the offices that suffer and, ultimately, the citizens. This is why we ask for a direct discussion with all the managers and a precise overview of the needs of the different departments”. In this context, councilor Gioveni’s proposal on personnel was brought to the attention of the Commission, as a concrete contribution to the discussion on the needs of the body and on the possible solutions to strengthen the operational capacity of the offices.
The Commission will also have to address the critical issues in the organization of the offices and in the provision of services, verifying what the operational difficulties are and what interventions the Administration intends to adopt. But there is also another front on which the opposition is demanding answers: the municipality’s accounts.
Councilor Scurria asked for clarification on the delay in the presentation of the proposed resolution relating to the 2025 management report, asking to know the reasons for the delay and the current financial framework of the organisation. Particular attention was paid to the state of implementation of the financial rebalancing plan. For this reason, an ad hoc session was requested with the presence of auditors, dedicated to examining the half-yearly monitoring reports sent to the Court of Auditors. ‘The city council must be put in a position to know and verify – say the opposition groups –. We cannot simply take note of numbers and documents: we must understand what is happening and what effects the Administration’s choices are producing on the services and organization of the Municipality”.
The questions posed to the Administration are precise:
– Why is the 2025 Report late?
– At what stage is the financial rebalancing plan really at?
– What are the staff shortages in different sectors?
– Which offices and services are most affected by staff shortages?
– What concrete solutions does the Administration intend to adopt?
“On these issues, generic reassurances are not enough. We need data, documents, discussion and solutions. The Budget Commission must be able to fully carry out its role of control and guidance. Citizens have the right to know if the Municipality currently has the financial, organizational and human resources necessary to guarantee services that meet their needs”.
