March 2026 promises to be a month full of news for public employees. Between the recovery of the one-off fee for the school sector, the impact of the local surcharges and the publication of the Single Certification, here is everything you need to know about the upcoming dates and amounts.


The payslip for March 2026 requires careful verification by Public Administration workers. While on the one hand some sectors will benefit from arrears and allowances, on the other the burden of local taxes will begin to be felt more markedly on the net pay slip.

Through the NoiPA portal, it is possible to monitor the net amount from the first days of the month, while the detailed PDF document will be available around mid-March.

News and changes: what you will find on the payslip

1. One-off school recovery (Teachers and ATA)

Following technical criticalities that prevented automatic disbursement in February, the FLC CGIL and other trade unions have confirmed that the payment of the one-off allowance (Art. 16 CCNL 2022/24) will be recovered with the March 2026 issue for those who have not yet received it.

  • Teachers: €111.70 gross.
  • ATA staff: €270.70 gross.

Please note: Payment in March exclusively concerns those who found errors in February or staff with short and occasional replacement contracts, for which dedicated processing is envisaged.

2. The impact of local surtaxes

In the period between February and March the withholdings for regional and municipal surcharges come into force. In this month the net payment could be lower due to the overlap between the balance of the previous year (2025) and the advance for the current year (2026).

3. Availability of the 2026 Single Certification

By 16 March 2026, NoiPA will publish in the reserved area the Single Certification (ex CUD) relating to income received in 2025. This document is essential for preparing the tax return and for verifying the outcome of the tax adjustment carried out between February and March.

Checklist: What to check on your March payslip

To ensure that your salary is correct, we recommend that you check the following items on the second page of the PDF document:

  • Additional Withholdings: Check the presence of the entries relating to the 2025 balance and the 2026 advance of the regional and municipal additional taxes.
  • Tax Adjustment: Check if there are any residual withholdings (debt code) or refunds linked to the IRPEF recalculation of the previous year.
  • Arrears and One-off payments: For school staff, check the specific item relating to the one-off payment if not paid correctly in February.
  • New Tables: For sectors that have signed recent renewals (such as Local Functions), check the adjustment of the basic salary and arrears.

In the event of persistent anomalies or obvious errors in the calculation of arrears, organizations such as Gilda Unams have officially requested the MEF to issue “transparent payslips” to facilitate the understanding of the salary items.
