“We had made a commitment that we have kept today, transforming a hope into certainty for the future”. With these words, Mayor Franz Caruso welcomed the signing of the permanent contracts of 30 TIS workers from the Municipality of Cosenza, which took place this morning in the Representative Hall of Palazzo dei Bruzi, defining the stabilization as “one of the most important results achieved by the Administration”.
The signing of the contracts represented a moment of great human and institutional value, shared with the workers and their families. The ceremony was attended, together with the mayor, by the councilor for Personnel Damiano Covelli, the general secretary of the Virginia Milano Authority, the manager of the Personnel sector Isa Napoli and the manager of the Welfare sector Matilde Fittante.
The speeches were opened by Covelli, who underlined the value of the goal achieved, highlighting the work carried out by the municipal structure and the decisive political commitment made by the Mayor to achieve the stabilization of the TIS. “What we have achieved today – he stated – is a result that rewards long and complex work, made possible by the full synergy between the political party and the administrative structure. With this stabilization we strengthen the Municipality and, above all, we maintain a commitment made with workers who for years have guaranteed their contribution with professionalism and a sense of responsibility”.
In taking the floor, Caruso therefore expressed his gratitude towards those who contributed to achieving the objective.
“I thank the general secretary Virginia Milano, the manager of the Personnel sector Isa Napoli and the manager of the Welfare sector Matilde Fittante – he said – because, without interruption, they worked with commitment and professionalism to achieve this historic result. It is a goal that we have pursued since the first moment of our establishment”.
Franz Caruso then recalled the path that led to the stabilization of TIS workers, some of whom have been precarious for over a decade, and addressing them he stated: “You are an important resource for our Municipality. You were as recipients of mobility in derogation, then as interns and today, finally, you are with the dignity of permanent employees. This is the aspect that makes me most proud. We have always tried to build a big family and today that family is further strengthened thanks to sacrifice of everyone. In December 2025 we signed 219 new contracts including stabilizations, verticalisations and new hires. Having gone from around 200 employees to a staff that has more than doubled is a source of great satisfaction”.
“For many years – continued the Mayor, underlining the human value of the day – you have known precariousness, which is not only an economic condition, but also an uncertainty that weighs on the lives of people and their families. Today that hope that we had given you has become a certainty. You have finally achieved the serenity and dignity that derive from a stable job. We had made a commitment and we kept it. We worked together with the other mayors, comparing ourselves with the Calabria Region and carrying out a proposed action. I thank the regional councilor Giovanni Calabrese for the availability shown. We even gave up on announcing a public competition because we considered it right to give priority to the stabilization to you TIS workers, as far as I’m concerned, a moral as well as an administrative duty”.
In conclusion, the Mayor addressed the new hires with a message of trust and responsibility.
“This is your home – he said – From today you are full representatives of the city’s first institution. I only ask you to continue working with availability, kindness and respect towards the citizens. We administrators are passing through; you, however, are and will remain the heart and driving force of the Municipality of Cosenza”.
During the ceremony, Mayor Franz Caruso assured that the procedure suitable for their stabilization will also be carried out immediately for the remaining 8 TIS workers of the Municipality. To this end, the manager of the Personnel Sector, Isa Napoli, will already from next Monday request the scrolling of the ranking, so as to also allow the inclusion of the last eight TIS and complete a process that has been awaited for years, with the aim of guaranteeing all the interns of the Municipality of Cosenza full job stability and the definitive recognition of their role within the organisation.
