«More than 600 thousand euros of public money for 32 parking spaces, on land that ATM does not purchase and does not expropriate, but rents for nine years. It is an operation that must be explained to citizens point by point.”
This was declared by the PD city councilors Alessandro Russo, Antonella Russo and Mariella Perrone after the delivery of the works for the new ATM hub in via Circuito, in Torre Faro.
«The figures are these: 330 thousand euros in rent to the owner of the area and approximately 315 thousand euros in works», they continue. «ATM creates a permanent work on uncultivated land that is not its own, and thus increases its value to the benefit of the owner. An expropriation for an area of this type would most likely have cost less. We want to know why this path was not chosen.”
«Then there is an environmental issue», they add. «The area is located in Capo Peloro, in a context protected by the Habitats Directive. We want to verify that all the assessments that that protection requires have been carried out, starting from the second level impact assessment.”
«We also ask the reasons for a public notice that remained open for just eight days, in May 2023, and the criteria with which the one from Via Circuito was chosen among the three offers received, with a green light from the ATM board of directors, then chaired by Pippo Campagna, which was not unanimous. The owner, Roberto Ruggeri, is the same one who in the same years became the protagonist of the Sud Innovation Summit, three editions in which the Municipality invested over half a million euros. It is one more reason to demand maximum transparency.”
«Torre Faro needs parking spaces and services, especially in the summer, when the area is taken by storm. Precisely for this reason 32 stalls are few compared to the real demand”.
“We will submit a request for access to the documents”, conclude the councilors. «After an in-depth examination of the documents, we reserve any initiative before the Court of Auditors and any other competent body».
Hub Atm in Torre Faro, Capurro and Scurria ask for the documents: ‘We want to see clearly’.
On Monday, city councilors Capurro and Scurria will ask to acquire the documentation relating to the construction of the new ATM hub in via Circuito, in Torre Faro. “The issue deserves further investigation. We want to see clearly”, declare the councillors, who intend to examine the documents as part of their control activity, with particular attention to the conditions of the rental of the land, the costs of the intervention and the administrative process that led to the choice of the area.
Coal and Youth on the ATM Hub in Torre Faro: urgent discussion in the IV Commission already convened
In light of the serious doubts emerging from today’s press regarding the construction of the new ATM Hub in Via Circuito in Torre Faro, the City Councilors of Fratelli d’Italia Dario Carbone and Libero Gioveni have formally requested that the topic be urgently discussed in the IV Council Commission already convened for Tuesday 13th at 11.30 am, which already includes the hearing of the ATM leaders on the agenda.
“What has been reported – a total of 600 thousand euros for 32 car spaces, of which over 330 thousand euros in rent alone for 9 years for a 1,700 m2 privately owned plot of land which will not remain with the Municipality – deserves an immediate and detailed clarification in the Commission.
For this reason we ask that the call be extended also to the Councilor for Public Works Eng. Francesco Caminiti, present at the delivery of the works in recent days and that the ATM leaders bring to the chamber all the documentation relating to the process of the Torre Faro Hub: public notice of May 2023, minutes of the Board of Directors with the related votes, appraisal report, nine-year rental contract with the private individual, tender specifications and assignment to the company Intercontinentale Igiene srl for 315 thousand euros.
It is not acceptable for over 600 thousand euros of public resources to be spent on a rented area which after 9 years will no longer be available to the company and the city.
The Commission is the right place to understand if there were alternatives such as purchase or expropriation and why that area was chosen.
We await the request to be accepted and for full light to be shed on the matter on Tuesday.”
