The current (and deceived) political-institutional situation ended up under the magnifying glass of Guerino D’Ignazio, ordinary of comparative public law and regional law, already principal of political sciences at UniMal, and a profound connoisseur of the Calabrian statute. It is not the first time that in Calabria there is such a situation. “In the transition phase and up to the settlement of the new regional bodies (after the elections) we enter a period of prorogatio, in which the president and the junta must be limited only to the deeds of ordinary administration. Prorogatio is useful for guaranteeing administrative continuity and preventing a blockade of the institution, but the powers of the president and the junta are extremely limited. Article 33, paragraph 6, of the Statute provides that “new elections of the Council and the President of the Council is proceeding in the event of voluntary resignation of the President”, and provides that the outgoing president and the junta remain in office until the proclamation of the new president. Therefore, it’s up to the current joint to drive the transition phase, but with very restricted powers ».
