50% Irpef refund for “new residents”. Schifani: «Incentive for those from abroad who choose to live and work in Sicily»

50 percent Irpef refund for all those who, from abroad, settle in Sicily, transferring their tax domicile to a municipality on the island. This is what the decree of the Councilor for Economy Alessandro Dagnino, approved today by the regional council, provides in implementation of a provision of the latest Stability Law.

«With this measure – declares the president of the Sicilian Region Renato Schifani – we offer an incentive both to foreigners who choose to live in Sicily, perhaps to benefit from its lifestyle, and to emigrants, and in particular the younger ones, who want to return to live on the island».

As required by law, the benefit will be accessed if the new residents produce an income, including from self-employment or business, or are in receipt of a pension and, in addition to moving to Sicily, purchase a habitable property or demonstrate that they are carrying out building work on a property located in the regional territory. Residency in Sicily must be maintained at least until 31 December of the year following the year of the transfer.

In the case of transfer to municipalities with less than 5 thousand inhabitants, the amount of the contribution may rise up to 60 percent of the Irpef paid, but always within 100 thousand euros per year for each of the three years of duration of the intervention. The contribution will be recognized by the Region against the actual payment of personal income tax.

«This form of Irpef payback, aimed at workers, digital nomads, professionals and entrepreneurs, is an initiative designed to attract new residents and is – states the regional councilor for the Economy Alessandro Dagnino – currently unique in Italy. It is part of the Schifani government’s package of interventions intended to encourage the growth of human capital in Sicily. We aim to trigger a virtuous cycle and it is estimated not only that it will be at zero cost for the Region, but that it can actually generate new tax revenues: the contribution will in fact be more than compensated by the greater Irpef revenue that the new residents will pay into the regional coffers”.
