Scrapping of local taxes in Catanzaro: bipartisan green light arrives

The objective of increasing the collection capacity of the Municipality also involves an “outstretched hand” towards delinquent taxpayers. This is the meaning of the “scrapping” of taxes – the technical term is a facilitated definition of tax injunctions and executive assessments – launched yesterday by the City Council, during a quick session that did not record any political discussions. Moreover, the definition of the measure had already been reached with substantial bipartisan agreement in the group leaders’ conference.
The regulation on the facilitated definition of revenues in active collection (and pending disputes) concerns debts resulting from payment orders and enforcement assessments until 31 December 2023: these pending proceedings can be settled by paying the principal amount and the expenses for precautionary enforcement procedures and notification of documents. Then comes the ax on interest and administrative sanctions, often serious items when it comes to collection. Debtors’ applications must be sent by July 10th, thus starting the process for the facilitated settlement.
In this way, the Municipality will be able to recover those credits for which it would have been necessary to activate further collection procedures, while reducing the pending tax disputes. Furthermore, an aspect that is anything but secondary, budgetary balance could be favored with the reduction of the Doubtful Credit Fund (with an unblocking of the spending capacity equal to the amount of the reduction) and of the residual assets. The Red Chamber also approved the amendment proposed by Igea Caviano and Andrea Passafaro (then signed transversally also by other councilors) for the extension of the subsidized definition up to 36 installments, with a minimum installment of 50 euros (first deadline 30 September 2026).
