A particularly intense day on the transport front for the regional council commissions, which saw the approval of two measures intended to impact the organization and planning of regional mobility. In the II “Budget” Commission, the positive opinion was given to the bill no. 103/13^, on the initiative of Sergio Ferrari, on the regulation of local public transport services, which now continues its process towards examination by the Assembly. Subsequently, the IV “Environment and Territory” Commission, chaired by Ferrari himself, concluded the investigation into the update of the Regional Transport Plan, approving PPA no. 46/13^.
During the session, particular attention was dedicated to the needs of the Crotone area and the role that the Plan can play in strengthening connections and intermodality. Among the aspects highlighted is that of Crotone airport, for which the need to further enhance the integration between the airport and the railway system was recalled. Ferrari underlined how intermodality represents a strategic element within the Plan.
Again with reference to the Crotone area, during the discussion attention was also paid to the port and the possibility of further enhancing its function within the regional system. In particular, the Plan explains the prospect, in addition to strengthening the cruise system, also of activating sea transport services to other regions, with particular reference to Puglia (Gallipoli).
Another element of attention in the Plan concerns the airfields, with the provision of studies to include the airfields of Cotronei, Sibari and other places with a high tourist vocation in the regional system, in addition to the intervention already identified for the efficiency of the Scalea airfield.
The approval of PPA n. 46/13^ arrives at the end of a detailed investigative process developed over several months. The Commission addressed the Plan in five distinct moments, alternating technical illustration, thematic insights and a broad discussion with institutions, regional departments, local authorities, associations, trade unions, employers’ associations, sector operators and user representatives.
A method which, in the final session, made it possible to collect further observations and proposals, examined and accepted by the competent Department.
During the discussion, the need to maintain the Plan as a tool capable of accompanying the evolution of the regional mobility system over time, through new resources and further projects, also emerged. The PRT is therefore not considered as a simple list of works, but as the reference framework through which to integrate infrastructures and services, relating the road network, railway system, local public transport, ports, airports, logistics hubs and forms of sustainable mobility.

The attention dedicated to the territories and the observations received has allowed us to make clarifications and additions that improve their representation and strengthen the Plan’s ability to concretely look at the needs of our region”.
The session therefore ended with the approval of PPA no. 46/13^, completing a process that engaged the Fourth Commission in intense and constant work and which led to the definition of the new regional transport planning framework.
