The council approves the new Piao 2026-2028: priority for the scrolling of the rankings, new competitions are also planned. Strengthening of the Forestry Corps with 242 entrances from outside. The plan is being examined by the Court of Auditors. The Sicilian Region expands the recruitment plan for the three-year period 2026-2028: the expected hirings rise from 2,917 to 3,641, with 724 more places. This is established by the new integrated activity and organization plan, the PIAO, approved by the council on the proposal of the President of the Region, Renato Schifani. The increase is made possible by the addendum to the 2023 Agreement for the resolution of the deficit, signed with the Ministry of Economy and Finance. The modification of article 10 brings the hiring capacity from 100% to 125% of the savings resulting from terminations of service, making it possible to reduce the distance between the workforce and the staff actually working.
673 additional hires in the sector and 51 in management
The expansion includes 673 additional hires for non-management staff and another 51 for management. The latter are subject to the approval of the bill on management reform, soon to be examined by the Ars. For the non-managerial sector, the increase will be progressive: in 2026, authorized hiring will go from 366 to 457, with 91 more positions; in 2027 they will rise from 1,210 to 1,511, with an increase of 301 units; in 2028 they will go from 1,128 to 1,409, with a further 281 admissions.
Priority to the rankings, then new competitions and internal progressions
To fill the positions, the administration will resort as a priority to the scrolling of the still capacious rankings of the competitions announced in 2025. The profiles involved concern in particular management control, the economic-financial area, the technical one and cultural heritage. The scrolling will be accompanied by new public competitions and vertical progressions for internal staff. For the management, the available financial resources will allow starting a competition procedure for the hiring of 229 permanent managers as early as 2026.
Forestry Corps, 242 entrances from outside expected
The plan also provides for the strengthening of the Forestry Corps of the Sicilian Region, with 242 external hires over the three-year period. In 2026 the ranking will be scrolled for 112 forestry agents. For the following years, competitions are scheduled for 60 commissioners in 2027 and 70 inspectors in 2028. 80 vertical progressions reserved for superintendents are also planned.
Schifani: «The consolidation of the accounts allows us to expand hiring»
«The recovery of the public accounts and the financial solidity that we have regained allow us today to significantly expand the hiring plan», states Schifani. For the President of the Region, “finally being able to unblock and strengthen the competitions after a very long season of forced blockade represents a crucial turning point for the future of the island’s administration”. The objective, he underlines, is to translate the accounting discipline path into employment opportunities and renewal of the administrative machinery. The remodeling of the plan is now being examined by the Court of Auditors, which in May gave the green light to the first version.
