Catanzaro, a new purification system to escape the infringement procedure

Not only a new purification plant but also a more complex sewerage system, which will allow the regional capital city to exit the infringement procedure of the European Union, dating back to the distant 2004. This was the theme of the meeting held this morning at the Citadel between the sub-commissioner for purification Antonino Daffinà accompanied by the technical managers and the coordinator of the activities of his Office, and the mayor of Catanzaro Nicholas Flowery, with his staff of experts and collaborators: the engineer G. Laganathe chief of staff of the mayor P. Squillace, engineer D. Dal Soglio.
The opportunity arose from a specific approach taken by the sub-commissioner, the result of a method of consultation with local authorities in the territories subject to EU infringement proceedings, aimed at streamlining the procedures needed to address long-standing issues with a major environmental impact.
“In this logic – Daffinà was keen to point out – the relationships with the main territorial entities take on a particular pre-eminence, especially in the planning of an intervention to be carried out on a largely urbanized fabric, carefully taking care of the interactions with the community, with the residents and with the economic-productive activities present in the territory of the regional capital”.
The roundtable was necessary for a number of reasons. First of all, the programmatic plan was illustrated on which the intervention will be based for several tens of millions of euros, the framework of which will involve the entire municipal territory and will include a series of work in progress interventions, divided into functional lots. Technicians and administrators, in fact, did not hesitate to highlight how the nodal points of the work, for a total of 120 thousand equivalent inhabitants, are linked to the need to integrate the sewer networks within the urban and extra-urban fabric for several tens of kilometers, those that today most concern the population.
As regards the part more strictly linked to purification, however, significant novelties emerged from the comparison. Above all, the need to eliminate and convert the current plant in Verghello which has caused so many problems, planning its relocation to a more suitable and less impactful area.
For his part, the mayor of Catanzaro Nicola Fiorita, after having focused on the most urgent needs of his territory, has married the idea of ​​proceeding according to functional lots and asked the sub-commissioner’s officeto take into account, already in the first batch, the inclusion of the greatest possible number of missing or critically ill sewer sections, which cause so much damage to its fellow citizens.
The Commissioner’s office, assessing this need, has guaranteed that the first functional lot will include a purification module for approximately 40 thousand equivalent inhabitants with the related sewer collectors. This initial hypothesis was necessary so that, pending the decommissioning of the Verghello plant (which will continue to operate until all the works are completed), the sewage, once collected, can undergo the necessary purification treatment, without creating further forms of territorial pollution.
At the end of the comparison, The Municipality and the Office of the Sub-Commissioner for Sewage Treatment have promised each other a mutual technical-administrative collaboration, to be made effective through constant synergy between the Rup of the Municipality of Catanzaro and the Coordinator of the activities of the Office of the CommissionerThe first step will consist of the registry of the most critical sections of which the Municipality has made itself the autonomous drafter with the commitment to transfer the information to the technical part.
As for the very important sum to be found in order to start at least the first of three potential functional lots, the sub-commissioner said he was ready to take on the commitment aimed at promoting, in the competent offices, the economic-financial plan that will emerge from the project and, through the latter, to work effectively to find the missing resources.
