Criminal association aimed at corruption: these are the accusations contested by the public prosecutor’s office of Crotone against 13 people reached by a notice of conclusion of the preliminary investigations notified by the soldiers of the Guardia di Finanza of the provincial command. Among the recipients of the provision are the owner of a series of companies operating in the healthcare sector who, through his employees and freelancers, allegedly paid officials and doctors of the provincial healthcare companies of Crotone and Lamezia Terme money and other benefits to obtain contracts (for a total value of over 3 million euros) for the provision of services and the supply of equipment to the companies in question. Companies such as Fas Hospital, Endo Ospital, Meditecnika, Starbene, all affiliated with the national health system, which are headed by the entrepreneur Michele Maffei. According to what the investigators hypothesized, Maffei would have created supplies of black money through non-existent operations with which he would have paid bribes to public officials of healthcare companies.
In particular to the head of Orthopedics of the civil hospital of Crotone, Francesco Pio Oliverio, who in the tenders he managed for the purchase of health prostheses indicated peculiar characteristics of the products marketed by Maffei, purchases which sometimes took place even without prior publication of a tender; to the director of the internal pharmacy of the ASP of Lamezia Terme, Josè Francisco Aloe, who would have authorized the order of prostheses or healthcare material with characteristics corresponding to the products marketed by Maffei’s companies for a turnover that the financiers quantified at 470 thousand euros between 2017 and 2021.
Among those under investigation are the former acting general director of the ASP of Crotone, Masciari and the head of the planning and control department, Rizzuti
The register of those under investigation on charges of corruption committed by a public official also includes the former acting general director of the ASP of Crotone, Francesco Masciari; the head of the planning and control department of the ASP itself, Angelina Rizzuti and another official who had died in the meantime who would have oriented the reorganization of the territorial network of the ASP in favor of Maffei’s companies and, furthermore, would have favored the accreditation of the Starbene and Life companies with the national health service for the provision of assistance services to autistic subjects and home care.

Under accusation are: Michele Maffei (79 years old), owner of the structures affiliated with the national health system Starbene, Meditecnika, Endo Ospital and Fas Ospital; Carla Marcella Piro (76); Federico Guzzo (71), legal representative of Endo Ospital; Vito Domenico Martino (78); Mario Talarico (67), board member of Meditecnika, Endo Ospital and Fas Ospital; Rodolfo Trapasso (60), board member of Meditecnika; Pantaleo Ciardi (67), board member of Fas Ospital; Francesco Masciari (61), former regent and current administrative director of the ASP of Crotone; Angelina Rizzuti (67), head of the planning and control area department of the ASP of Crotone; Josè Frnacisco Aloe (68), director of the pharmacy of the Asp of Lamezia Terme, Francesco Pio Oliverio (67), head of Orthopedics at the Crotone hospital; Mario Martina (75), former employee of the single contracting station; and Stefano Pugliese (48), legal representative of Life.
