A majority agreement was reached overnight for the modification of the electoral law with which one could vote in the 2027 elections. The Sherpas of the centre-right coalition reached an agreement on a “general outline” with some issues, such as preferences, still to be resolved, for which the last word belongs to the leaders, before the technicians translate everything into a text to be presented in Parliament, before the referendum on the separation of careers between prosecutors and judges. Here are some highlights of the deal.
The new system baptized as “Stabilicum”
The new electoral law is aimed at “guaranteeing stability” with a “not excessive” majority bonus and for this reason it has already been baptized by some as ‘Stabilicum’, it is reported. The agreement for overcoming the Rosatellum provides for the abolition of single-member constituencies and the introduction of a proportional system with a “governability bonus” for the coalition that exceeds 40% of the votes, which would be given 70 seats in the Chamber and 35 in the Senate. In the agreement there would be the possibility of resorting to a run-off only in a “residual” case, i.e. in the event in which “both the first and second coalitions obtain between 35% and 40% of the votes”.
During the discussion between the Sherpas of the majority – Giovanni Donzelli for FdI, Roberto Calderoli and Andrea Paganella for the League, Stefano Benigni and Alessandro Battilocchio for FI – agreement was reached on the inclusion of the obligation to indicate in the coalition program the ‘candidate for the premiership “to be proposed to the President of the Republic”; and on the coalition list for the election of the 70 deputies and 35 senators, the result of a possible bonus of majority. The list would be divided by electoral constituencies. If the agreement reached were to pass, it is underlined, the new ballot paper would not be very different from the current one: that is, the two or three names identified by the coalition for the constituency would appear, instead of the name of the candidate for the current single-member constituency, and under the lists of the connected parties. However, there is still no agreement on the method of election of the parliamentarians linked to the party lists, with the League leaning towards a list, while Fratelli d’Italia would be a list. in favor of preferences. Another request from the prime minister’s party would be to increase the multi-member constituencies of the House and Senate, and bring them from 49 to 58-60, in the first case, and from 26 to more than thirty, in the second.
