Transforming assistance to families from a non-repayable expense into a true long-term investment. This is the vision launched by the president of the INPS, Gabriele Fava, who once again pushes the idea of ​​the savings book for newborns, a tool designed to accompany citizens from the cradle to entry into the job market.

Speaking at the event “In your defense. Towards the 2027 budget”, Fava detailed the functioning of the measure already anticipated at the Rimini Meeting: not a one-off measure, but a form of funded public supplementary pension.

«To really have the function of a social security piggy bank, the Libretto should provide at least one thousand euros a year from the State for each new born – explained Fava -. Not a bonus that ends at birth, but a commitment that the State would renew over time.”

The numbers of the measure: 355 million per year

Considering the current birth rate in Italy – equal to approximately 355 thousand new births per year -, the measure would have a financial impact estimated at 355 million euros per year for each single cohort of births.

The rationale: Shift resources from “spot bonuses” to long-term capital

How it works: The state contribution creates the base; family and grandparents can add voluntary contributions over time.

The purpose: A personal capital that uses the time factor to protect future careers.

Fava was keen to point out that the measure does not aim to dismantle or replace the traditional public pension, but to integrate it to defend the young people of tomorrow from discontinuous careers and low wages.

Not just newborns: relief for businesses and brain drain

In the plan outlined by the INPS top management, the social security protection of children must proceed hand in hand with structural interventions on the current labor market. Two strategic levers indicated by the President:

Rewards for companies: Recognize concrete advantages and reliefs for companies that create regular, stable and quality employment.

Attractiveness for young talents: Build training and insertion paths planned to encourage the return to Italy of young people who emigrated abroad.

«If we want to seriously address the social security problem of the new generations we must start when retirement still seems very far away, not when it is too late», concluded Fava.
