It is worth around 26 billion and, in its 157 articles, it tries to keep together the requests of the allies, the prudence of the Treasury and the promises to the voters. The 2027 budget of the Meloni government ranges from healthcare to pensions, from leave to the piggy bank for newborns. But it also brings cuts to schools, a crackdown on the revaluation of pensions and more generous slot machines. Here are the main measures in a nutshell.
Healthcare, more funds and a 300 euro card
The Health Fund grows by 2.4 billion, in addition to the billion already expected, reaching 146.3 billion in 2027. More resources for emergency room doctors. The spending ceiling for medical devices rises to 4.7%: the State will cover 1.4 billion of the 4 billion owed by companies for the 2019-2023 payback. A 300 euro card is arriving for those over 75 with pensions or disability allowances of up to 28 thousand euros, even for dentures.
Irpef, discount for one year
Only in 2027 will the 33% bracket widen from 50 thousand to 55 thousand euros: maximum savings of 500 euros per year for approximately 3.2 million taxpayers.
Families, more leave and piggy bank for newborns
An extra month of parental leave at 80%, for a total of four, which rises to five for the second child and six for the third. For every newborn baby comes an INPS piggy bank with 100 euros per year, which can be used from 18 years of age for study, activities or social security.
Young people, flat tax on increases
1% tax on salary increases up to 2,500 euros for those under 30 with incomes not exceeding 28 thousand euros.
Rentals, 1% coupon for those under 36
On new contracts with an agreed fee the rate drops from 10% to 5%, up to 1% for those under 36. For shops the coupon is 21%, reduced to 10% in metropolitan areas.
Pensions, tightening on high allowances
Fund of 850 million per year until 2029 to encourage people leaving work. The social Ape has been extended to 63 years and six months. Full revaluation up to four times the INPS minimum, then reduced up to 32% over ten times the minimum: gross savings estimated at 14 billion in ten years. For state workers, stop the TFS installments from 2035 for retirement due to age limits.
VAT numbers, flat rate of 100 thousand euros
The threshold rises from 85 thousand to 100 thousand euros, with VAT applied above 85 thousand. Immediate exit from the regime above 115 thousand euros.
Work, discounts on hiring and shifts
Super deduction of 140% for those under 36 employed and 180% for working mothers. Tax-free increases for night, weekend and shift work.
Home, bonuses extended
Renovations at 50% for the first home and 36% for the others, furniture bonuses of up to 5 thousand euros and 50 million for the contribution on the purchase of household appliances. The strengthened guarantees on first home mortgages are extended to 2029.
School, 7 thousand fewer places
From the next school year, 4,925 positions among teachers and 2,049 among Ata will be cut to allow savings of 252 million per year from 2028. 650 million allocated over three years for the energy efficiency of buildings. Digital school and university books at half the price of paper ones.
Nursery schools, funds revised
The distribution of funds is revised: due to the decline in births, the objective of 33% coverage can be achieved with lower spending.
Cars, personalized plates and goodbye to road tax
From March, customized plates up to 1,000 euros for private individuals and 10,000 for businesses, prices halved from June. Structural exemption from tax for cars up to 80 kW and motorbikes. Over 1.3 billion additional in two years for missions abroad. The auxiliary carabinieri are returning: already 600 in 2027 and a thousand per year from 2028. Around 48 million are expected for the Gcap fighter.
Games, including slots and gaming tax
Maximum bets of up to two euros, winnings rise to 200. There is also an “amnesty” on the 500 million contribution imposed on dealers in 2015. The fifth weekly Lotto and SuperEnalotto draw has been introduced on Wednesdays. For gaming rooms the tax is 1,200 euros for each station, 2 thousand for large simulators.
Energy and the EU
The package linked to the Nec supports photovoltaic, biomethane and business bills.
Exit tax for the super rich
Anyone who owns financial investments of at least 800 thousand euros and decides to leave the country will have to pay a 26% tax on earnings accrued in Italy.
Coverage, banks and energy companies pay
Around 12 billion come from the margins granted by Brussels. 5.8 billion are expected from banks and insurance companies in 2027, with fiscal interventions and doubling of the Tobin tax. Ires for banks rises by three points; the IRAP of energy companies by five in 2027 and three in the following two years. Cuts to ministries for 4.7 billion over the three-year period, plus 60 million per year from Palazzo Chigi.
