The accounts in plaster of an entity that has been able to be in balance for years only thanks to the intervention of the State, often impose on the administration some changes in the budget that allow in some way to act compared to emergency situations or, perhaps, to reuse certain funds in precise budget chapters. It also happened during the last session of the council assembly and the controversies were not lacking with respect to the decisions to use certain sums by the executive.
