«The scandal of the latest electoral laws is that they transfer sovereignty from the voter to the elected with multiple candidatures and blocked lists. In this proposal, the text of which is still awaited, these two devices remain and are amplified. In the Rosatellum, at least, there was the quota of single-member constituencies chosen by the voters, a quota which in this case would disappear. Therefore, in practice, the voters no longer decide anything.”
“There is a strong suspicion of unconstitutionality”
This was said by the constitutionalist Michele Ainis (from Messina) when asked about the new electoral law. «Moreover – he adds – there is a strong suspicion of unconstitutionality for a result doped by an abnormal majority bonus, which we can estimate at around 17%. A coalition that gets 40% of the votes at the polls, which reflect 20% of the real consensus (since one in two voters now goes to vote) would obtain a strong parliamentary majority. Only we in Italy have the majority prizes…The only acceptable part are the run-off elections, which at least means having to get one more vote to win.”
