What is NoiPA and how to consult your salary
NoiPA is the platform managed by the Department of the General Administration of Personnel and Services of the Ministry of Economy and Finance (MEF). It is the main tool for managing PA personnel.
Through the reserved area, workers can monitor the net amount in advance of the credit. To log in, you must use your SPID, CIE or CNS credentials on the official portal or via the official NoiPA app.
What’s new for February 2026: Conguaglio and One-off
The February payslip is not a simple ordinary monthly payment. There are two main factors that will influence the final amount:
1. The Tax Equalization (IRPEF 2025)
As per practice, NoiPA carries out the definitive recalculation of the IRPEF due for the previous tax year by February.
- Credit: If the withholdings made in 2025 were higher than necessary, you will receive a refund directly in your paycheck.
- Debt: Otherwise, a withholding will be applied which will reduce the net for the month.
2. One-off School (Teachers and ATA)
According to the provisions of the National Collective Labor Agreement for Education and Research 2022-2024, the “one-off” allowance is expected to be paid in February.
Note on the amounts: Although figures in the order of €111.70 gross for teachers and €270.70 gross for ATA staff are expected, the final amounts depend on the confirmation of the ministerial tables and the continuity of the employment relationship by 12/31/2023.

Errors on arrears: the formal request to the MEF
Following the numerous errors to the detriment of teachers and school staff, found in the attribution of salary arrears, the Unams Guild Federation, with a formal letter sent to the Mef, requested the issue of a transparent payslip, which explains in detail the items and methods of calculating the arrears.
The union’s complaint: “The usual mess”
The national coordinator of the union, Vito Carlo Castellana, in a note denounced “the usual mess to the detriment of teachers and school staff, to add insult to injury, thousands of teachers and ATA staff, in addition to having received the January payslip with obvious errors in the calculation, are also in the dark about how much they really should be entitled to”.

In the meantime, a notice has been published on the NoiPA platform announcing that the table calculation is not complete and that a re-elaboration of the amounts will be carried out as soon as possible.
