No step back on the management of Calabrian health. Roberto Occhiuto has no intention of giving up the role of Commissioner ad acta which was conferred on him by the national government on November 4, 2021. And nevertheless the step back – in the next 48 hours the formalization of the resignation should arrive – as president of the Region. The rules allow him to remain in the saddle because the designation is nothing more than an assignment conferred directly by the Council of Ministers who independently – from a formal point of view – from the role of governor. Just think that for over ten years of commissioner the two roles have always been separated. Therefore, formally there are no obstacles to continue. The only stop could only come from the government with a revocation decree, more than remote eventuality in a phase in which the center -right needs to maximize the electoral loot in the autumn countryside of the regional ones.
Detronalizing Occhiuto would be equivalent to admitting the failure in the management of a sector where the emergency has been peeping for over 15 years. In short, we go on. The Calabrian president aims to obtain already before the appointment with the ballot boxes – probably scheduled in October – the approval of the resolution to exit from the commissioner (always touch the CDM to cross it) and the validation of the new return plan. And if the political agreement seems to be there, some aspects remain to be placed with the bureaucrats of the competent ministries and the state accounting region regarding technical details on the new engagement rules.
The return to the ordinary regime would be “justified” by an improvement in the essential levels of assistance (today Calabria is fulfilled in two out of three areas) and by the end of the “oral” accounting. In recent weeks, the commissioner structure led by the same Occhiuto has completed the accounting “normalization” of the sector, with the approval of the “consolidated” 2024 budget, the accounting document that takes into account the management of the entire perimeter of the sector, therefore the ASP, the hospital companies, a zero company and the GSA. This happened at the end of a path that had already recorded the green light to the financial statements of the individual companies.
Now, if the exit from the commissioner will be able to represent a business card to be presented to the voters in the election campaign, this does not mean that Calabrian health care has healed by its evils. The latest news events return the image of a sector where there are still bags of inefficiencies and dysfunctions. All this without forgetting the inevitable slowdown (due to the end of the legislature) of the completion of the structures financed by the PNRR as community houses and hospitals.
