“On the occasion of the last conference of the group leaders, requested and wanted by the PD group to plan the work of the council commissions with the relative measures to be entrusted to each of them, we asked that the process of the bill relating to the” Reorganization of the administrative functions of the Calabria Region “, assigned to the first institutional affairs commission, already filed for some time”.
This was stated by the regional councilors of the PD group through a press release.
“The time has come, fifty years after the start of regionalism, to start that process for which the regions were thought: not management bodies, but of programming and control, enhancing the role and function of proximity bodies starting from the municipalities. The specific objects of our bill concern in particular: the definition of the new institutional role of the Region and local authorities in some sectors and the strengthening of cooperation and concertation tools; as well as the new distribution of administrative functions in various sectors (tourism and environment), also providing for the participation of local communities in the planning of the functions exercised by the Regions, as well as the faculty for the Municipalities, individual or in associated form, to submit a request for the attribution of Functions to the Region that will have to evaluate the request, according to the principles of subsidiarity, adequacy and differentiation “.
“It is no longer postponable to start a reflection in this direction that he sees the Region in the role of programming and planning and the Municipalities in the organization of local services and policies, as bodies closer to the government of the communities”.
