School gyms may be granted to associations and sports clubs without this leading to a change in the intended use of the structures. In particular, the concession of the structures does not entail the loss of Pnrr funding. The clarification – Fipav underlines in a note – arrived at the Culture Committee of the Chamber, during the question time dedicated to the application of the “Open Gyms” law (n.53/2026). For the Italian volleyball movement, the availability of school facilities represents a matter of primary importance. In the question of MP Mauro Berruto, the first signatory of the bill approved unanimously by Parliament thanks to the full support of the Government and the Minister for Sport and Youth, Andrea Abodi, difficulties were reported by numerous associations and sports clubs in obtaining the availability of school facilities. Among the critical issues reported was also the case of some gyms built or modernized with funding from the Pnrr, the concession of which to sports clubs was allegedly denied for fear of a change in intended use and the consequent loss of European funding. On this point came the clarification from the Undersecretary for Education and Merit, Paola Frassinetti.
