«The small municipalities represent the skeleton of our Italy: garrisons of history, identity and social cohesion, we can no longer allow that they are relegated to the margins of national strategies. It is from these territories that it can and must originate a new season of sustainable development, consistent with local vocations, capable of combining tradition and innovation, economic growth and social cohesion “.

With these words the senator of the League Tilde MinaSi It announces that it has presented in the Senate an articulated bill (S. 1500) which aims to promote and enhance the small Italian municipalities through a structured plan of economic, demographic and infrastructure relaunch. An initiative that recognizes the central role of local communities in the design of national cohesion and in the construction of a model of sustainable growth, on which it is necessary to commit.

“With this bill – explains the Senator – we want to offer concrete and targeted tools to those who live, work and invest in the most authentic territories of our nation. It is not a nostalgic vision, nor assistance. It is a project based on institutional responsibility and political strategy: to strengthen internal areas, enhance their human and productive capital, reverse the depopulation route, and guarantee equal rights and equal opportunities to those who have chosen to stay or want to return ».

The phenomenon of depopulation, which in recent years has deprived entire areas of the country of essential services, young energies and production capacities, is not just a demographic question: it is a real social, economic and cultural emergency. «Contrasting him – continues MinaSi – means reconstructing presence, trust, public investment and future. But it also means activating virtuous dynamics of local development, capable of generating stable employment, attracting capital and competences, enhancing the territorial production chains and encourage the birth of new entrepreneurship. Only in this way can we transform fragility into a resource and guarantee citizens the right to remain or return, not out of necessity, but by conscious and sustainable choice “.

The proposal is configured as a real action plan, which provides for tax and contributory concessions for companies and citizens in the municipalities under 5,000 inhabitants; incentives for the return of Italian workers from abroad, with a 10%subsidized substitute tax; 6% flat tax for foreign pensioners who establish themselves in small municipalities; Tax credits for the purchase or renovation of the first home; a national program for mobility, digitization and essential services; And a three -year experimentation in Calabria, designed as a pilot model for nationally replicable interventions.

«I firmly convince that this is the way to follow. My proposal is not a rhetorical exercise, but a concrete operating system. We want to support life in small municipalities, make them attractive, modern and connected. Territorial cohesion is not realized with words, but with consistent actions, effective tools and targeted resources. The bill is part of the wake of the territorial rebalancing objectives also outlined by the PNRR, and proposes an innovative vision: no smaller municipalities to “save”, but territories to be activated, to be enhanced, to be put on the net.
