The inclusion allowance starts, applications from 18 December: here’s how to submit them and the requirements.

From December 18th it is possible to submit the application Inclusion Allowance (ADI), the new measure of economic support and social and work inclusion, which will come into force on 1 January 2024.

The Inclusion allowance follows the introduction of the Support for Training and Work (SFL) which started on 1 September 2023, thus completing the framework of the new measures to combat poverty and fragility.

The application can be submitted directly from the INPS website by accessing section dedicated to ADI via SPID (Public Digital Identity System) at least Level 2, CNS (National Services Card) or CIE (Electronic Identity Card) or at the Patronage Institutes.

It can also be presented at the Tax Assistance Centers (CAF), starting from 1 January 2024.

THE REQUIREMENTS TO ACCESS THE INCLUSION ALLOWANCE

This is a measure of economic support and social and professional inclusion, conditional on possession of some requirements.

The ADI is recognized to families with an ISEE not exceeding 9,360 euros, which have at least one member in one of the following conditions:

  • with disabilities;
  • underage;
  • at least 60 years of age;
  • in a disadvantaged condition and included in a care and assistance program of local health and social services certified by the Public Administration.

With the Ministerial Decree of 13 December 2023, the categories of subjects to be considered at a disadvantage were identified.

HOW MUCH IS THE INCLUSION ALLOWANCE AMOUNT

The economic benefit of the ADI is paid, on an annual basis, to supplement family income and is made up of:

  • a component to supplement the family income, share Aup to the threshold of 6,000 euros per year, or 7,560 euros per year, if the household is made up of people all aged 67 or over, or of people aged 67 or over and other family members all in of serious disability or non-self-sufficiency. This quota is multiplied by the equivalence scale referred to in article 2, paragraph 4, decree-law 48/2023, verified on the basis of the information detectable by the valid ISEE, from the archives of the Institute and from the declarations made in the application. At the time of first application, for applications submitted up to February 2024, in the absence of a valid ISEE, verification of the requirements for the purposes of disbursement in the months of January and February 2024, where the conditions are met, is carried out on the basis of the ISEE in force on 31 December 2023. The need to have a valid ISEE for the provision of the benefit in the following months remains unchanged.
  • a supplement to the income of families residing in a house rented with a regularly registered contract, quota Bthe amount of which, where applicable, is identified on the basis of the information detectable by the ISEE, currently valid up to a maximum of 3,360 euros.

HOW TO REQUEST THE ADI

The ADI can be requested starting from 18 December 2023, in order to allow payment as early as next January.

The application can be submitted electronically on the Institute’s portal, by accessing the section dedicated to the ADI, or at the patronages. From 1 January it will also be possible to contact the Tax Assistance Centres.

The applicant, in addition to submitting the application, must sign a Digital activation agreement (PAD), within the Information System for Social and Work Inclusion (SIISL).

Registration with the SIISL and signature of the PAD can be carried out at the same time as the application is submitted.

The application is considered accepted and it is possible to arrange payment following a positive outcome of the investigation and with a signed PAD.

THE PROVISION OF THE BENEFIT: THE PATHS OF ACTIVE POLICY AND SOCIAL INCLUSION.

The ADI is paid monthly through the Inclusion Card issued by Poste Italiane, unlike the SFL which provides for a direct transfer via bank transfer.

The maximum annual amount is €6,000, which can be increased based on the composition of the family unit and housing needs. The allowance is paid for a maximum period of 18 months and can be renewed, after one month of suspension, for another 12 months.

The provision depends on the assessment of the needs of the family unit; takes effect following the verification of requirementsfrom the month following the signing of the PAD and is conditioned by participation in a personalized path of social and work inclusion.

After submitting the application, the members of the family unit are summoned by the Social Services of their municipality for a multidimensional analysis of needs.

Following the evaluation of each individual case, the members of the family unit can be sent to work or training courses, or followed by the Social Services if they are considered not to be activated.

Individuals who are part of a family unit benefiting from ADI, of aged between 18 and 59with parental responsibilities, which can be activated at work, will be directed to Employment Centers or entities accredited to employment services, for the signing of the Personalized Service Agreement (PSP).

The active political path can also include participation in projects useful to the community (PUC).
