“We have to make a meaningful deal or bad things will happen.” US President Donald Trump stated this, referring to the indirect negotiations with Iran.
Donald Trump chairs the first meeting of the Board of Peace, the body first announced in September 2025 as part of the second phase of the 20-point plan for peace in Gaza and presented for signature by participating countries in Davos.
Here is what the statute provides:
* THE STATUTE: It is composed of a preamble and 13 chapters for a total of 7 pages. Initially created to implement the peace plan in the Strip, enshrined in UN Security Council Resolution 2803, the Board of Peace has expanded its responsibilities to other crises. In fact, its statute does not include reference to Gaza and contains criticism of the United Nations, which it seems to aspire to replace as the “more agile and effective international body for building peace”.
* THE PRESIDENCY AND ITS POWERS: Trump presides over the Board of Peace and his leadership is not linked to the presidency of the United States. «Donald J. Trump will be the first president of the Peace Council», we read in the statute which makes no reference either to his position in the USA or to a fixed mandate. The president of the Board can be replaced only following “voluntary resignation or due to incapacity” established by the “unanimous vote of the board”, it is also specified. The president is granted broad powers such as the possibility for Trump to resolve any interpretative question or controversy concerning the composition of the various bodies of the Board of Peace. He has “the final authority regarding the meaning, interpretation and application” of the statute, we read in the document. The decisions of the Board of Peace, moreover, “will be taken by a majority of the member states present and voters, subject to the approval of the president”, a wording that seems to indicate the possibility for Trump to impose his veto.
* THE MEMBERS: Trump sent 50-60 countries to join the Board of Peace – including Russia and the Vatican – but only about twenty joined. Each member state shall serve a term of no more than three years, renewable at the discretion of the president, with the exception of those paying one billion dollars,” the statute highlights.
* EXECUTIVE BOARD AND GAZA EXECUTIVE BOARD: The Board of Peace includes an “Executive Board” and the “Gaza Executive Board”. The executive board includes, among others, Secretary of State Marco Rubio, envoys Steve Witkoff and Jared Kushner and former British Prime Minister Tony Blair. The latter three are also part of the “Gaza Executive Board” together with representatives of Qatar, Türkiye, Egypt and Marc Rowan, the CEO of Apollo Management.
* STABILIZATION FORCE: one of the elements of the peace plan. It operates under the aegis of the Board of Peace and its objectives are to maintain security and facilitate progress in Gaza.
