There Purchasing Card represents an effective economic support tool, introduced in 2008 through Legislative Decree no. 112/2008. This payment card provides a credit of 40 eurosrecharged every two months, and is intended for elderly people aged 65 and over and families with children under three years old, having a ISEE not exceeding 15,000 euros. Initially reserved for Italian residents, since 2014 the benefit has also been extended to citizens residing in European Union member states.

How to request the card

To get the Purchasing Card it is necessary to submit the application at the nearest post office, using the forms available on the websites Italian post or of Ministry of Economy and Finance. The card is recharged every two months for an annual total of 80 euros.

Who can submit the application?

  • The cardholder, if an adult.
  • A family member of the owner, if a minor or incapable.
  • A delegate, in case the owner cannot present himself personally.

Necessary documentation:

  • Identity document of the applicant and the card holder, if different.
  • Tax code of the applicant and the cardholder, if different.
  • Valid ISEE certificate.
  • INPS certification which certifies possession of the necessary requirements.

The post office will send the request to INPS via an electronic system to verify the requirements, and the card will be issued within 60 days of submitting the application.

Specific Requirements

For people over 65:

  • Italian citizenship.
  • Registration in the Registry of the resident population.
  • Pension or welfare payments of less than 8,052.75 euros per year (10,737.00 euros for those aged 70 or over).
  • ISEE less than 8,052.75 euros.
  • Not be the owner of multiple utilities or properties, nor possess movable assets exceeding 15,000 euros.
  • Do not benefit from state-insured food.

For families with children under three years of age:

  • Italian citizenship.
  • Registration in the Registry of the resident population.
  • ISEE less than 8,052.75 euros.
  • Not be the owner of multiple utilities or properties beyond the established limits, nor possess movable assets exceeding 15,000 euros.

Additional benefits and affiliated shops

Purchasing Card holders can enjoy a 5% discount in participating shops and pharmacies. This discount does not apply to special medicines or to the payment of medical bills, but can be combined with other promotions or discounts. >>> The list of participating shops.

News and Updates

The government has also introduced the electronic card “Dedicated to you” for the purchase of basic necessities and fuel, reserved for those with an ISEE of up to 15,000 euros. The Purchase Card, free and similar to a prepaid card, allows you to make purchases that will be paid directly by the State.
