Was signed today by the Extraordinary Government Commissioner for the rehabilitation of the slums of the city of Messina and President of the Sicilian Region, Renato Schifaniby the Director of the State Property Agency, Alessandra dal Vermeand by the Mayor of Messina, Federico Basile, the City Plan for public buildingsan agreement that allows state assets to be pooled in an integrated planning system to help resolve the urban criticality of housing hardship and to better respond to the needs of the territory in the destination of public buildings, in full coherence with the objectives of the government of the Region and the Municipality on the city. A result for which the collaboration of the signatory institutions and the operational commissioner structure was crucial. The event took place in the presence of the Undersecretary of State at the Ministry of Economy and Finance, the Hon. Lucia Albano and the Undersecretary of State at the Department for Relations with Parliament, the Hon. Matilde Siracusano.

With this agreement between the institutions, a close collaboration is established for the refunctionalisation of large public complexes of industrial and military architecture, for the valorisation of the identifying natural beauties of the landscape of the Strait, to improve the cultural tourist attractiveness of the fortification system, through solutions innovative also involving private investors. The municipal area of the former slum and 20 partially used or disused state properties have so far been included in the City of Messina Plan. Other buildings and sites to be recovered may be progressively added for an increasingly broader urban regeneration.

The City Plan for public buildings is the new tool for integrated planning of interventions on real estate assets adopted by the State Property Agency and thanks to which, together with local authorities, the best solutions are identified to respond to the specific needs of the city, the administrations and users.

The Messina Plan includes:

  • urban regeneration actions to support the redevelopment of slums;
  • the creation of a functional mix of residences, offices and services capable of generating value and development also in terms of well-being and social sustainability;
  • the valorisation of the identifying characteristics of places and public real estate assets with high historical and cultural value to encourage public use and strengthen the offer of cultural services;
  • the valorisation of the port, with new attractive services for the community and tourism;
  • the improvement of public administration logistics through the reuse of public real estate assets with the reduction of rent liabilities for the State;
  • the promotion of integrated actions aimed at environmental sustainability, such as the increase in urban greenery, energy efficiency, the promotion of sustainable mobility;
  • the increase in services connected to university offerings, technological innovation and student residences.

«The signing of today’s agreement in the City of Messina constitutes the first result of a fruitful collaboration between the various institutions involved and, in line with the guidelines of the Executive, fits fully into the strategic framework of the actions promoted by the Control Room for the valorisation and disposal of public real estate assets, established at the Ministry of Economy and Finance” declared the Undersecretary of State at the Ministry of Economy and Finance, Hon. Lucia Albano. «It is necessary to rethink public buildings as strategic resources with a service function to the community, according to an approach that is projected towards the needs of citizens and this is only possible through systemic action and coordination of all institutional actors, also to encourage the involvement of the private sector. In this context, I would like to congratulate the Undersecretary of State, Hon. Matilde Siracusano, for her constant attention and commitment to supporting the City of Messina and I thank the State Property Agency, a fundamental partner of the Cabina, for the concrete contribution towards the territories.”

«For the City Plan for public buildings in Messina, the State Property Agency worked in close synergy with the mayor Federico Basile and with the commissioner structure led by President Renato Schifani to give the required contribution to the housing emergency in Messina, giving the possibility of carrying out social housing interventions on state assets to be regenerated and more appropriate logistics for state services in the area with a reduction in passive rentals”, declared the Director of the State Property Agency, Alessandra dal Verme. «The shared objective is to create regenerated eco-neighbourhoods along the main urban routesin full coherence with urban planning, and at the same time an innovative redevelopment for the breadth and mix of functions offered to the territory. The regeneration of public real estate is a formidable lever for territorial development to generate economic, social, cultural and environmental value, attractiveness and well-being.”

«With today’s signature – states the President of the Sicilian Region and Government Commissioner for the rehabilitation of the slums of Messina, Renato Schifani – the city of the Strait takes a decisive step towards urban regeneration and the rehabilitation of its territory. This important agreement, the result of the synergy between the Sicilian Region, the Municipality of Messina and the State Property Agency, represents a concrete response to the problem of housing hardship, transforming unused public assets into opportunities for development and growth for the community. It is an intervention that looks to the future, but with roots firmly rooted in the specificities of the territory, strengthening the cultural and landscape identity of Messina. I thank all the institutions and professionals who contributed to the realization of this ambitious project, which will make Messina a more modern, inclusive and sustainable city, as well as a model of regeneration for other Sicilian realities.”

«The City Plan for Public Properties – highlighted the Mayor of the City of Messina, Federico Basile – represents a unique opportunity to give new life to abandoned spaces and transform them into vital resources for our territory. It is a project that allows us to take back places that have remained in a state of decay for too long, returning them to the community with a new concept of the city, based on livability, efficiency and sustainability. It is a challenge within the challenge: to take back these spaces and transform them into innovative systems of liveability, into hubs of essential services, into opportunities for economic development and into tools for urban regeneration. Messina today has the opportunity to demonstrate that, through strategic and shared planning, it is possible to create a city model that looks to the future, enhancing the territory and offering new investment and growth prospects. In this process, the synergy between the Municipality, the commissioner structure and the State Property Agency is essential. While the Municipality plays a central role in the management and planning of interventions, the commissioner structure represents a crucial interlocutor for accessing extraordinary powers and economic resources. Only with an integrated approach, in which everyone operates according to their own skills, will we be able to maximize the benefits of this ambitious plan. This is more than an urban regeneration: it is a vision of rebirth for Messina. We are working to give back to the city spaces capable of improving the quality of life of citizens, attracting investments and generating new development opportunities.”
