Proposals to have greater margins of maneuver in hiring and completing some projects linked to community funds. This is the “heart” of the amendments supported by the Anci and presented in Parliament to the Pnrr decree currently being converted. Anci proposes to also extend to Municipalities and Metropolitan Cities what has already been provided for the central administrations in charge of Pnrr measures, allowing the extension to 31 December 2026 of all managerial and non-managerial positions assigned by Municipalities and metropolitan Cities based on Pnrr resources (including economies) and/or their own resources.
Among the proposals put forward is also that of being able to extend at least until the conclusion of the projects the contracts stipulated with professionals or fixed-term staff to support the implementation of the Recovery and Resilience Plan. «It is recalled that various measures – this is what is supported in a memorandum delivered by the ANCI to the Budget Committee of the Chamber – have been taken for the extensions and stabilizations of Pnrr staff in central administrations, and it is appropriate to intervene similarly also to support Municipalities and Metropolitan Cities». Another amendment aims to extend the deduction of the expense of the municipal secretary from the calculation of the spending limits for personnel provided for by current legislation to municipalities with up to 5000 inhabitants.
