On Wednesday 15 July, INPS credits the first month’s payment for the renewal of the inclusion allowance, but the amount is half of the amount due. It is not an error or a sudden cut: it is the rule introduced by the 2026 budget law, which in exchange eliminated the month of suspension between one cycle and another. And for many families the top-up on Tuesday 28 July is the last of the current period: the renewal application has been submitted since August, which is not automatic. Here’s what really changed.
Because the first monthly renewal payment is halved
The rule is article 1, paragraph 158, of law 30 December 2025, n. 199, the 2026 Budget Law, which rewrote article 3, paragraph 2, of legislative decree no. 48/2023 on the duration of the measure. The inclusion allowance remains paid for a maximum of 18 months and is renewable, upon new application, for further periods of 12 months. However, the starting amount changes: the first month of each renewal is recognized at 50% of the amount due and returns full from the second. The operating instructions are in INPS message no. 640 of 23 February 2026.
Two clarifications that avoid misunderstandings. The reduction does not only concern the first renewal: it applies to each renewal, including the second and subsequent ones. And it is not a benefit cut: a family that receives, for example, 500 euros a month receives 250 in the first month of the new cycle and goes back to 500 in the second.
In exchange, the month of suspension disappeared
Until 2025 the mechanism was different: once the 18 monthly payments were exhausted – and similarly after each renewal – a month of mandatory suspension was triggered, i.e. a month without any credit, before being able to start again. From 2026 that pause has been abolished: those who submit the renewal application from the month following the last payment can avoid the interruption of support.
The halved monthly payment is the counterweight to this continuity. Be careful, though: continuity is not automatic. It depends on how promptly the application is submitted and how long the Institute checks the requirements.
The fake 500 euro “bridge bonus”.
The previous version of the rules continues to circulate, including on information sites: 18 months, one month’s stop, renewal at the full amount and a one-off contribution of up to 500 euros to compensate for the suspension. It is the snapshot of a regulatory framework no longer in force.
That extraordinary contribution really exists – it is provided for by article 10-ter of legislative decree no. 92/2025, converted by law no. 113/2025 – but it is a transitional measure: the 2026 Budget Law (article 1, paragraph 159) extended its application to households that completed their eighteenth month in November 2025 and submitted an application by the end of the same year. Those who close the cycle today do not receive it: it is not a structural bonus and should not be expected as compensation for the reduced monthly payment.
The July dates: Wednesday 15th and Tuesday 28th
The ADI payment calendar for 2026 is set by INPS message no. 214 of 22 January 2026 and includes two appointments per month:
- Wednesday 15 July: first payment for new applications accepted, with preliminary investigation concluded and digital activation agreement signed, together with any arrears; on the same date, the first monthly payment of the families who have obtained the renewal arrives, the 50% one;
- Tuesday 28 July: ordinary monthly top-up for those who have already paid and continue to meet the requirements.
In recent months, credits have sometimes been brought forward by a day compared to the indicated date.
Those who close the cycle in July: the renewal application is submitted from August
For a substantial part of families – in particular families who completed the first 18 months in 2025 and obtained their first renewal last summer – the top-up on Tuesday 28 July is the last of the current period.
The renewal is not automatic: a new application is required and INPS checks all the requirements again, starting from the currently valid ISEE 2026. The request is submitted from the month following the last payment: anyone who collects the last monthly payment in July will therefore be able to submit it from August.
From then on the sequence is this: the new cycle starts from the month in which the digital activation agreement is signed; the first monthly payment, the halved one, arrives in the middle of the following month; the second, full amount, arrives at the end of the same month. In the example provided by INPS: last payment of the old cycle on 27 January, application in February, PAD signed on 10 March, starting from March, first month’s payment at 50% towards mid-April and second full month’s payment at the end of April. A few weeks pass between the two top-ups.
The core PAD, the formal error that blocks the payment
There is a step that is often overlooked and can cost weeks of waiting even for those who have all the economic requirements in order: the digital activation agreement for the family unit.
It must be updated only if the group has changed between the original application and the renewal: new members, exits, changes in working conditions or personal details. If the composition has remained identical, there is no need to do it again. However, if it has changed and the agreement is not updated, the payment may remain blocked even if all the requirements are met.
Furthermore, the obligation remains, which is repeated at each renewal, to attend the first appointment with the Municipality’s social services within 120 days of the application: those who do not comply with this risk the suspension or forfeiture of the benefit.
How to check charging
If the credit does not appear, before getting alarmed it is best to check in this order:
- the balance of the Inclusion Card, to the free toll-free number 800.666.888 from a landline (06.4526.6888 from a mobile phone and from abroad) or at post offices and enabled ATMs;
- the status of the application and the payments arranged in the reserved area of the INPS portal, with SPID, CIE or CNS, or on the INPS Mobile app: this is where any suspensions or requests for documentary integration appear;
- the validity of the ISEE 2026: an absent, expired or incorrectly processed DSU is the most frequent cause of blocking;
- the patronages, which offer free assistance on renewal applications, checks and appeals.
The dates indicated may undergo slight variations based on the processing of individual procedures and the technical times of Poste Italiane.
