The presidents of the Municipalities elected with ScN together with the councilor of the second municipality, Nico Raffa, intervene on Directive no. 4/2026 of the General Secretary, Rossana Carrubba, reiterating the full agreement with its contents and rejecting the interpretations that attribute an alleged limiting nature of the prerogatives of the district councillors.

“The directive does not introduce any gag and does not compress the role of the representatives of the territories. Rather, it defines methods of institutional connection aimed at making the relationship between the Municipalities and the central administration offices more orderly and effective, encouraging the coordination of reports and requests for intervention”, they declare. “The organization of work cannot be confused with the limitation of institutional prerogatives. Coordinating the requests, avoiding duplication and fragmentation, means making them clearer and more effective, facilitating the work of the offices and the ability to give answers to citizens”, they continue. The directive also recalls essential aspects for good administrative functioning, such as the response times from the competent managers, ordinarily within 30 days, and compliance with the legislation on the protection of personal data. “This is not an unprecedented organizational model: methods of coordination and merging of reports have already been used in previous council meetings, even by those who are raising complaints today. A practice that responds to a concrete need: to allow the offices to receive clear and organized requests, improving the ability to intervene in the territory”. The signatories therefore invite us to report the discussion on the merits of the provisions and their concrete application, confirming full adherence to Directive no. 4/2026 and the commitment to ensure its implementation, respecting the responsibilities associated with one’s role. “Decentralization does not end with the possibility of reporting a problem: it is fully realized when that reporting becomes an effective administrative path, capable of producing answers and results for the community”, they conclude.
