Seven days to restore normal maritime transit in the Strait of Hormuz and begin negotiations on a final agreement with the United States. This is the proposal put forward by Iran and illustrated by Foreign Minister Abbas Araghchi in New York, on the sidelines of the UN General Assembly. The plan, transmitted to Washington through intermediaries, provides for a sequence of measures starting from the day following formal American acceptance. These are the main points.
THE IRANIAN POSITION – «The choice now depends on the United States. Iran does not accept coercion, threats or intimidation and will not give up its sovereign rights under pressure,” Araghchi said when presenting the proposal.
THE AMERICAN RESPONSE – According to the Wall Street Journal, which cites US officials, President Donald Trump has rejected the plan. However, Tehran says it is still waiting for an official response. Trump also published a map on Truth Social with the Strait of Hormuz circled and called “Trump Strait”.
THE ISLAMABAD PRECEDENT – Araghchi presents the plan as a path to implement the commitments of the memorandum of understanding reached in June between Iran and the United States with the mediation of Pakistan. The deal was terminated less than a month later, when Trump declared it over following alleged Iranian attacks on ships and oil tankers in Hormuz in early July.
THE ESCALATION AND THE STALLOW – Washington had then restored the naval blockade and resumed bombing of southern Iran. Tehran had responded by attacking US targets in regional countries and ships attempting to cross a US-protected route near Oman. The escalation had blocked the negotiations: Iran had already indicated its conditions for reopening Hormuz and resuming dialogue, while Trump asked for the surrender of the Islamic Republic.
REGIONAL CEASEFIRE – Tehran proposes a suspension of hostilities for seven days in the Middle East, including Lebanon and Yemen.
END OF THE NAVAL BLOCKADE – The United States should lift the naval blockade on Iranian ports, one of the conditions set by Tehran to implement the plan and proceed towards the reopening of Hormuz.
LIFT OF OIL SANCTIONS – Washington should remove sanctions on sales of Iranian crude oil, allowing the Islamic Republic’s oil exports to normalize.
UNFREEZE OF FROZEN ASSETS – The proposal provides for the release of frozen Iranian assets with an estimated value of at least 12 billion dollars.
FIRST FOUR-FIVE DAYS – According to Araghchi, these four measures should be implemented by the United States within the first four or five days of the calendar, without a daily scan being indicated for each intervention.
SIXTH DAY: REOPENING OF HORMUZ – The reopening of the Strait and the normalization of maritime traffic would take place on the sixth day, provided that Tehran’s requests have been met.
SEVEN DAY: FINAL NEGOTIATIONS – The last step would be the start of talks between Iran and the United States for a final agreement. The discussion would concern issues that the parties agree to negotiate, including Iran’s nuclear program.
