Following a call, the meeting between the municipal administration of Messina and the trade union organizations UIL Public Function, FP CGIL, CSA and SILPOL took place yesterday, 2 October, dedicated to personnel problems and the resumption of correct trade union relations.
«We take note of the sign of openness expressed by the mayor Federico Basile and of the desire to reactivate a path of correct trade union relations, after a phase characterized by a “short circuit” whose origins have yet to be clarified. A situation which, together with the critical issues in communication recorded to date, has fueled tensions and produced negative repercussions on the well-being at work and on the organization of staff” which led the Workers’ Assembly by majority to declare the strike as declared by Livio Andronico (UIL FP), Piero Fotia (CSA), Giuseppe Gemellaro (SILPOL) and Peppe Previti (FP CGIL).
During the meeting, the trade union organizations firmly reiterated their requests: – the revocation of the political direction adopted by Commissioner Mattei with resolution no. 235/2026, limited to the part relating to the prohibition on announcing and carrying out horizontal economic progressions in the year 2026; – the liquidation of all the additional salary relating to the year 2025 and the disbursement of the 2025 productivity/performance in the pay slip for the month of October; – the publication of a new notice for the economic progressions relating to the year 2025, without waiting for the outcome of appeals and judicial proceedings; – the opening of a specific table on the organization chart and function chart, in light of the recent changes and additions; – the allocation to 2025 productivity of the unused sums following the reduction in the number of economic progressions expected for 2025, quantifiable in approximately 200,000 euros, in addition to the further residual sums available. Establishment of the 2026 Fund and decentralized contracts to be concluded and signed by 31.12.2026.
«From the mayor – continue the trade union organizations – we have seen the willingness to re-establish a relationship based on respect for mutual roles and trade union prerogatives, avoiding the repetition of situations capable of fueling new tensions. The mayor also confirmed that the additional salary and productivity will be paid with the October paycheck.
A technical table on horizontal economic progressions is expected in the next few days, aimed at examining all aspects of the matter in greater depth.” For UIL FP, FP CGIL, CSA and SILPOL, however, the registered openings must be accompanied by concrete deeds and verifiable commitments. «We welcome the signals emerging from the meeting, but for the union this represents only a first step.
Workers await precise answers, recognition of economic entitlements and a transparent path of professional development. For these reasons, the state of agitation remains, awaiting technical insights and the timely verification of the commitments undertaken by the Administration on 2 October. Respect for trade union relations, the correct management of resources allocated to staff, the recognition of due entitlements and the valorisation of professionalism must become structural elements of administrative action.
The staff of the Municipality of Messina deserve certainty in their rights, transparency in decisions and recognition of the work carried out. We will continue to pay close attention to these principles and to exercise our role of representing and protecting workers with determination and responsibility, maintaining the mandate received from workers in the meetings of recent months”.
