A necessary “truth operation” is expected in the port of Tremestieri

The confrontation on January 19th could be a turning point, an important chapter in the necessary “truth operation” that must be carried out to the end, to understand what happened at the port of Tremestieri, what is happening and what will happen in the immediate future. On the one hand, there will be the mayor Federico Basile (the Municipality is the contracting authority, even if it has not invested any money and has no operational powers…), the president of the Strait Port System Authority, the lawyer. Ciccio Rizzo, and the extraordinary commissioner, the engineer. Francesco Di Sarcina. On the other side of the table, the trade unions, especially the Uil, have been calling for clear and certain answers for months and months on the continuous setbacks that have slowed down the activities of the most important construction site under construction in the municipal area.
As confirmed by the note from the company “Bruno Teodoro”, and by the legal action undertaken by “Ricciardello Costruzioni”, the issues are far from easy to resolve. And it will be necessary to verify the feasibility of a variant – the one we are talking about in reference to the construction of the breakwater – which risks significantly modifying the very terms of the contract which – it must always be remembered – was awarded in 2017 to another company, the Venetian “Nuova Coedmar”, whose business branch was then taken over by “Bruno Teodoro”, with the protests, however, and the recent request for access to the documents by the “Ricciardello”.
The former chief engineer of the civil engineering, Gaetano Sciacca, founder of one of the civic movements, “Rinascita Messina”, intervenes on the topic. «We continue to talk about the large strategic infrastructure of the port of Tremestieri and we learn, from the local press, that a variant would be necessary during construction. It is good to remember, especially for the benefit of public opinion (certainly not of professionals, who are fully aware of it), that the current Public Contracts Code (Legislative Decree 36 of 2023) allows variations only in mandatory cases, in compliance with the principles of immutability of the contract and equal treatment between economic operators.
