Bill law decree, 315 million fund to give 90 euros to families: here’s what it provides

A fund of 315 million euros covered by Mase for this year to give an extraordinary contribution of 90 euros to families who have the social bonus for the electricity bill. But an extraordinary contribution can be reserved by electricity sellers for 2026 and 2027 also for domestic customers who do not have a social bonus but an annual ISEE that does not go beyond 25,000 euros.

It is one of the measures to reduce electricity and gas bills for families and businesses (the expected cut according to rumors will be from 2.5 to 3 billion) contained in a draft of the legislative decree prepared by the government and which will go to council next week. «I will focus on the issue of energy prices. Next week we will bring measures on energy to the council of ministers” said Prime Minister Giorgia Meloni before the EU summit on competitiveness in Belgium. The decree-law will also try to meet the needs of SMEs as stated in the title of the 12-article provision entitled «Urgent tariff relief measures for the supply of electricity and gas and the reduction of electricity bills in favor of families and businesses, for the competitiveness of businesses and for the decarbonisation of industries, as well as urgent measures regarding the resolution of the virtual saturation of electricity networks and the integration of data processing centers into the electricity system». Arera, the energy regulatory authority, with one or more measures to be adopted by February 28th, «defines the methods according to which the charges and additional tariff components for the transportation and distribution of natural gas to end customers are subject to reduction for 2026 limited to consumption exceeding 80,000 smc/year».

Meloni: “Solving problems at European level regarding the issue of energy costs”

On the energy dossier “there are dynamics and responses that are needed at a national level”, but the theme is also “European”, underlined Meloni. «If we do not remove the problems that also exist at a European level, we will not be able to give an answer on the most serious issue that jeopardizes the competitiveness of our companies, which is the issue of energy costs», he highlighted. And the draft law decree indicates that competition in the national wholesale natural gas market will be promoted and its integration into the European market will be ensured. To do this, Arera will introduce “a liquidity service” within a maximum spending limit of 200 million euros” which provides for “the signing of contracts between the largest Italian natural gas transport company” or Snam “and operators selected through competitive procedures who will have the right to receive a premium and the obligation to formulate sales offers on the spot natural gas markets at specific prices”. The 200 million will be drawn from the resources deriving from the sale by the major natural gas transport company, according to the terms and methods defined by the stored gas Arera. The Authority will present within 90 days from the date of entry into force of the decree to the Ministry of the Environment and Energy Security “a proposal for the full integration of the Italian and German natural gas markets through infrastructures in Swiss territory”. The legislative decree provides for urgent measures for the reduction of the Asos component (system charges) of electricity bills and support for non-domestic users, provisions to promote long-term negotiation of the production of electricity from renewable sources by companies, for the reduction of system charges deriving from bioenergy, for the reduction of natural gas charges for the production of electricity. And also urgent measures for the connection of plants powered by renewable sources to the grid, for the strengthening of electricity interconnection infrastructures with foreign countries and for the competitiveness of businesses and the decarbonisation of industries.
