Four roads, all uphill for the regional administration: the TAR’s ruling, which declared the appeal inadmissible due to “(relative) lack of jurisdiction”, complicates an already controversial picture. The issue of undersecretaries, complete with a referendum already called and currently confirmed for 29 November, is a very delicate problem for the centre-right majority at the helm of the Region. Governor Occhiuto, with professed detachment, speaks of a subject “that I am not passionate about” and leaves the decision on the next moves “up to the lawyers”. But the problem is not only legal, but rather political and strategic. Because not only an undersecretary, Ettore Figliolia, has been appointed to date, works regularly and is paid, but above all because the stalemate on the disputed amendment to the regional statute also blocks the planned expansion of the Council from 7 to 9 members, complete with political balances that risk falling in the shadow of a vote – those of the Reggio by-elections for the Chamber – which leaves no one to sleep peacefully.
