Confbuilding Catanzaro welcomes the measures on the taxation of rentals announced by the Government as part of the budget for 2027, which provide for the reduction of the flat rate tax from 10 to 5 percent for housing contracts with agreed rent, the introduction of a rate of 1 percent for agreed rentals to young people up to 35 years of age and the extension of the replacement regime to commercial properties.

«These are positive signs – declares Sandro Scoppa, president of Confedilizia Calabria and Catanzaro – because they recognize that the reduction of the tax burden can favor the offer of properties for rent. It is a particularly important prospect also for Catanzaro and for the municipalities of the province, where owners must be encouraged to put available homes on the market and to recover unused ones. For too long, real estate has been considered above all a source of revenue, neglecting the essential role of private initiative in satisfying housing demand.”

Particular appreciation is expressed for the proposed extension of the flat rate tax to commercial rentals, a measure long supported by Confedilizia, the historic and representative real estate association. The innovation could also have significant effects on the economic fabric of the capital and the centers of the province, where the presence of vacant shops and unused premises represents a problem for the vitality of the commercial streets and historic centres. Reducing the tax burden on commercial leases means making the use of properties more convenient, encouraging meetings between owners and entrepreneurs and creating more favorable conditions for the opening of new businesses. The relaunch of the historic center of Catanzaro also involves the possibility of restoring an economic function to currently unused properties, without resorting to further constraints and impositions.

However, an important limitation remains in the approach of the announced measures. The largest reduction in housing tax is reserved for contracts with agreed rent, while those with free rent continue to be subject to less favorable treatment. It is a distinction that deserves to be overcome. Even in the province of Catanzaro, characterized by very different real estate and housing situations, from the capital city to the coastal centers and inland areas, owners must be able to freely choose the contractual conditions that best respond to the characteristics of the properties and the needs of the parties. Taxation should not be used to direct these choices, rewarding those who accept fixed payments within administratively established parameters and penalizing those who rely on free contracting.

«The rental market – the same president Scoppa points out – needs fewer taxes, fewer constraints and greater regulatory certainty. This applies at a national level, but above all in the territories where it is necessary to stimulate private investments and enhance the existing building heritage. The availability of homes and commercial premises is not increased by compressing the rights of owners, but by creating conditions that make it convenient to invest, recover properties and rent them out. The hope is that Parliament will confirm and improve the measures announced, initiating a broader and more generalized reduction in real estate taxation, respecting freedom of contract and the right to property.”

Confconstruction Catanzaro will follow the parliamentary process of the budget law, with particular attention to the definition of the application requirements of the new rates and the extension of the flat tax to commercial rentals, so that the new provisions can also represent an effective opportunity for the owners and economic operators of the territory.
