Black workers, serious violations of safety and even a minor under the age of 14 found at work. This is the worrying budget of the last joint supervision operation conducted by the Territorial Inspectorate of the Labor of Cosenza and by the military of the Carabinieri Inspectorate of Labor (Nil).
The control activity, which affected the sectors of public exercises and construction, brought to light a widespread picture of irregularities, culminating with the suspension of six entrepreneurial activities and overall sanctions that exceed 70,000 euros.
Minors employed and irregularities in public exercises
A farmhouse ended up in the viewfinder, two hairdresser salons, a beauty center, laundry, a bar and a workshop for the repair of agricultural machines. The inspections have ascertained the use of numerous “black” workers and, in some cases, conditions such as to impose the immediate suspension of the activity.
The case of a bar where two out of four workers were irregular workers and one of them was a minor infractanticenne’s minor. For this violation, deemed extreme gravity, the suspension of the activity was taken, with aggravated sanctions for over 11,000 euros and possible criminal implications.
All suspensions and penalties in detail
Agriturismo: 2 workers in black out of 4-suspension, additional sanction of 2,500 euros and maxi-sauce of 7,800 euros.
Hairdresser 1: 1 worker out of 2 in black – suspension, 2,500 euros and € 3,900 fine.
Hairdresser 2: 1 worker on 1 irregular – penalty of 3,900 euros (micro -enterprise).
Beauty center: 1 worker out of 1 in black – penalty of 3,900 euros.
Laundry: 1 worker out of 2 in black – suspension, 2,500 euros and € 3,900 fine.
Agricultural workshop: 1 worker out of 2 in black – suspension and same sanctions.
Bar: 2 workers in black, including a minor-suspension, 2,500 euros and maxi-sealing aggravated by 8,580 euros.
Building under the lens: serious shortcomings on safety and training
It didn’t go better in the construction sector. In an inspected construction site, on three workers present two were in black, with the consequent suspension of the activity and penalties for over 10,000 euros. But the inspectors also found serious safety deficiencies, including:
Absence of the medical examination and compulsory training
Lack of the scaffolding project
Absence of the Pimus (assembly plan, use and disassembly of the scaffolding)
Lack of the POS (Safety Operational Plan)
For these violations, requirements for 5,500 euros have been raised, to which other disputes are added for a total of more than 6,000 euros on safety.
A fragile system and a collective risk
The operation confirms an alarming reality: black work remains a structural phenomenon in many sectors of the Cosenza area, in particular in catering, in artisanal services and construction, where control is more difficult and the use of non -regular labor is frequent.
A dynamic that penalizes workers – deprived of all protection – and undermines the loyal competition between businesses. The case of the minor to work represents a social emergency before even legal, with serious implications for the boy’s growth and psychophysical health.
The controls will continue
The Labor Inspectorate and the Nil of the Carabinieri have announced that inspection activities will continue in a systematic and strengthened way, to protect honest workers, guarantee safety in the workplace and contrast all forms of exploitation.
