Delays in the construction of community homes and hospitals, regional councilors Lo Schiavo and Mammoliti question president Occhiuto

A question a written response, addressed to the president of the regional council, Roberto Occhiuto, also in his capacity as commissioner ad acta for the health debt recovery plan, was filed by the regional councilors Antonio Lo Schiavo (president Mixed Group – Freely Progressives) e Raffaele Mammoliti (Democratic Party). The question in question asks to know the reasons for the delays in the construction times of community houses and community hospitals in the Calabria region.

The two opposition councilors, in the introduction, explain that: «according to the latest available data from the Ministry of Health, Calabria is in last place among the Italian regions in the Essential Levels of Assistance (Lea)” and, in particular, “according to the Higher Institute of Health it is in last place in Italy for oncological screening. One of the tools identified by the healthcare system to fill this gap consists in the creation of community hospitals and community homes, through which local medicine should be strengthened; from the National Recovery and Resilience Plan it appears that Calabria will have to build 61 community houses and 20 community hospitals; according to the Pnrr target, the aforementioned structures should be completed by 30 June 2026; the Calabria Region, in 2022, decided to entrust Invitalia Spa with the implementation of the interventions falling within Mission M6 – Health of the Pnrr and therefore to stipulate the contracts relating to community homes and hospitals; from the data made available by the Calabria Region, it appears that the contract has not yet been signed for 14 community homes and 1 community hospital. For all the other facilities it appears that the contracts have been signed, the executive projects approved and the renovation or construction works have begun, but that none have yet been completed; in the timetable of the Calabria Region, published on the website in the “Focus M6″ section, the steps relating to the years 2024 and 2025 are not included, a time gap between 2023 and 2026 is noted; considering that, if the works are not carried out or in any case do not come close to the target set in June 2026, the European Commission, in the event of significant delays or failure to achieve the objectives, may decide to suspend or revoke the Pnrr funds”.

So Lo Schiavo and Mammoliti question Occhiuto to find out: «how many tenders for the construction of community houses and community hospitals in Calabria have so far been abandoned; whether the tenders for the construction of the works have actually all been concluded through the delivery of the works to the successful tenderers or whether the start of the works means the mere approval of the executive projects; if the Calabria Region does not deem it necessary to implement more effective monitoring systems to constantly check the progress of the works and promptly identify any critical issues; whether the Calabria Region does not deem it necessary to convene technical discussions with Invitalia and the local ASPs for the purpose of constant control of the timetable for the year 2025, as well as for the purpose of identifying the reasons for the failure to stipulate contracts for 15 works”.
